Job Description
Atlas has been providing Section 130 grade crossing program management and technical services to the GDOT Office of Utilities since 2005 with our current contract focused on CSX at-grade crossings only. Work involves grade crossing corridor studies, signing and marking improvement projects, and limited scope (minor design) projects let to construction using the GDOT Plan Development Process.
This position primarily seeks a candidate with management skills to support the Program Manager in handling the coordination of the overall active task orders for the GDOT Section 130 CSX railroad (RR) crossing program. This involves the management of Atlas staff working on the program as well as working closely with the GDOT Office of Utilities, GDOT Office of Procurement, GDOT Subject Matter Experts (SMEs), and consultant team members. Candidate is expected to assist with project schedules, budgets, and other task order management to ensure the timely delivery of projects under the RR crossing program.

Core Responsibilities
Candidate needs to possess the technical knowledge to lead the identification and development of conceptual crossing safety projects, and lead or assist in project development from project concept through delivery of final plans. This program assists and supports clients and highway engineers with Railroad (RR) related elements and RR coordination of highway projects. Supervision and QA/QC of the crossing safety related work of others is required. The position requires client interface and a suitable combination of RR crossing or highway and traffic engineering knowledge and experience.
- Develop alternative conceptual safety improvements, and make recommendations
- Lead the preparation of large scale RR crossing signing and marking (S&M) project plans including field plan review responses
- Review the RR-related elements of highway projects such as S&M, construction staging as concerns the RR, and conceptual traffic signal RR crossing pre-emption
- Highway project RR coordination
- Provide guidance and QA/QC for RR-related work of Atlas subconsultants
- Represent Atlas at GDOT meetings and support GDOT at GDOT-local government meetings and represent the GDOT RR crossing safety program in meetings and communications with the RR, other GDOT groups, local officials and the public, including, and document meetings and action items
- Maintain and further the positive client relationship with prompt responsiveness and on-time performance
- Coordinate with the consultant team members on the review of RR Force Account Estimates and Agreements

- BSCE
- Efficiency in MicroStation, Excel, Word, PowerPoint, Outlook, Google Earth (kmz files) and Street View
- 10+ years’ experience, preferably collectively both in highway and traffic and/or railroad engineering
- Project controls experience – P6 and/or Microsoft Project
- Registration as a Georgia Professional Engineer is preferable
- Project Management Professional (PMP) certification is preferred but not required
- Some supervisory experience is preferable
- Knowledge of GDOT procurement process
- Knowledge of task order scoping and negotiation process
- Knowledge of GDOT Plan Development Process (PDP)
- Knowledge of MUTCD and Georgia RR crossing S&M engineering standards and practices
- Experience with S&M projects not involving highway construction
- Knowledge of RR crossing pre-emption operation and Georgia pre-emption practice
- Knowledge RR crossing signal and crossing surface standards and engineering
- Knowledge of GDOT processes with respect to RRs and RR public projects processes
