INTRODUCTION
Hill International is seeking a Construction Inspector II in Beaumont, Texas.
ROLE AND RESPONSIBILITIES
- Provide professional project construction management and leadership on multiple large, complex higher education academic, healthcare and research projects at Texas State University System.
- Direct design and construction firms and administer contracts necessary to meet project goals.
- Provide constructability input during the project design phase.
- Manage the construction, commissioning and turn-over of major higher education capital projects by providing project leadership, communication, coordination and conflict resolution to ensure project goals are met. Project portfolio: Average 1-3 active projects with an average value of $50M - $100M.
- Responsible for project budget, schedule, quality assurance and coordination of construction services.
- Drive progress of consultants and contractors to achieve expected project functionality; and recommend alternatives to recover negative drift.
- Facilitate timely decisions by campus representatives and report progress and issues impacting the project goals to stakeholders.
- Lead Pre-Construction and Monthly Owner Meetings.
- Advocate with integrity for the campus and Texas State University System in contract negotiations and issue resolution.
- Review and approve construction contracts, changes, technical service contracts, Guaranteed Maximum Price submittals, buy-out documents, pay applications, etc.
- Issue Field Orders as needed for minor changes in the work.
- Facilitate approvals as required.
- Ensure projects are constructed in compliance with project documents, OFPC processes, and state and federal regulations.
- Ensure project documentation is maintained, including change orders, Requests for Information, Submittal & Shop Drawing approvals, and Substitution Requests.
- Monitor use of Observation Reports.
- Coordinate A/E construction administration and third-party testing and inspection service contracts, including outside testing and balancing consultants, commissioning consultants, life safety inspections, TDLR inspections, and other consultants as required by the projects.
- Ensure accuracy of work-in-place calculations and other elements of monthly Payment Applications, including Primavera schedule updates, surety releases, bonds, payroll, wage rates, subcontracts, HUB participation, retainage release.
- During project design, provide support to Project Manager and institution staff in management of construction activities and processes.
- Participate in RFQ and RFP selection committee as requested.
- Monitor and document job site safety; Storm Water Pollution Protection Plan Best Management Practices, inspections and posted notifications; and ensure follow-up of remedial action by contractor.
- Facilitate contractor involvement in the warranty period.
- Monitor warranty issues that may become chronic.
- Lead one-year warranty walk-through and report.
- Primary project liaison with campus staff, facility user groups, operations and administration during design and contract administration to ensure input, manage expectations, resolve conflicts and facilitate decisions.
- Provide guidance, support, and leadership to the OFPC construction team.
- Assign inspection staff to cover critical field installations, mock ups, concealed space and substantial completion inspections, field testing, lab testing, test and balance, fabrication plant inspections, and final inspections of the project.
- Evaluate CI performance and request resources as required from Sr. Project Manager.
- Stay current in Codes and Regulations applicable to design and construction, including International Building Codes, NFPA 101, TDLR, OSHA, ADA, ASHRAE 90.1, SWPPP, and any special requirements of the building type (e.g., healthcare, research labs, special campus project types, etc.) or the local jurisdictions.
- Collaborate with other OFPC colleagues to initiate and develop process improvements.
BASIC QUALIFICATIONS
- Bachelor’s degree in construction or architecture or engineering with a minimum of 5 years project construction management experience.
- Technical certifications and years of construction management experience may be considered in lieu of a degree.
- Must be local to Beaumont, TX.
