Job Description
Works closely with department leadership to pursue and implement public funding opportunities aligned with PSE’s business plans and strategic priorities. Responsible for PSE’s public funding portfolio spanning the pursuit, management and administration of state and federal grants. Ensures PSE meets and adheres to all application requirements, regulations, policies, and grant terms through pre-award, post-award, and grant management and compliance activities. Responsible for the development and ongoing implementation of compliance policies and procedures including education, training and job aids. Manages ongoing reporting requirements and documents PSE’s decision-making and evaluation process through the lifecycle of a grant.
Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.
Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations.
Job Responsibilities
- Key contributor to PSE’s dynamic public funding program with responsibilities spanning the lifecycle of a grant award including the research and pursuit of new opportunities, pre-award, post-award, and grant management activities with an emphasis on compliance to ensure PSE adheres to all applicable requirements and policies.
- Pre-Award:
- Researches grant opportunities aligned with PSE’s business plans and strategic priorities.
- Contributes to and documents PSE’s decision-making as PSE evaluates award opportunities.
- Works closely with the Public Funding Manager and various business units, develops compelling grant applications for competitive state and federal award solicitations.
- Leads grant application development and deliverable refinement including identifying grant application requirements, confirming data needed for grant applications, and working with subject matter experts to develop budgets, project plans, and obtain needed information and final review.
- Develops internal and external communications including summaries, presentations, written reports, and documentation of decisions made.
- Post-Award:
- Supports grant negotiations including preparation of or refinement of various deliverables such as project plans, budgets, and other materials.
- Works to understand all requirements of a grant award, such as the grant agreement to ensure PSE’s compliance throughout the grant’s lifecycle.
- Communicates information associated with the grant agreement or contract for utilizing awarded funds, including reporting obligations, project timelines, and deliverables.
- Sets up practices to support grant-funded project activity including reporting, project timelines and deliverables, ensuring adherence to grant award across the business. Maintains these practices on an ongoing basis to ensure compliance throughout the lifecycle of a grant.
- Grant Management and Compliance:
- Reviews and maintains compliance standards to support grant awards and ensure that PSE is able to make full use of funding awards. This will require understanding federal regulations and onboarding new policies and procedures to ensure compliance.
- Ensures PSE adheres to all application requirements, regulations, policies, and grant terms (such as Uniform Guidance – 2 CFR 200).
- Facilitates cross-functional collaboration on compliance and administrative systems including financial management, cost and expenditure monitoring and allocation, progress reporting, and other grant requirements.
- Monitors industry and regulatory developments including updates to state and federal grant requirements and regulations.
- Prepares required reports and manages communication with state and federal agencies according to grant agreement working with various subject matter experts and project teams.
- Develops internal and external communications including summaries, presentations, written reports, and documentation of decisions made.
- Performs other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in business, project management, political science, public administration, nonprofit management or equivalent combination of education and/or work experience.
- Four (4) years of direct experience working in grant writing, grant compliance, public policy or experience in the utility industry.
- Experience with the grant lifecycle.
- Strong analytical and communication skills with the ability to translate complex compliance regulations into actionable policies and procedures.
- Self-starter with problem-solving and decision-making skills, including ability to work both independently and cross-functionally.
- Organizational and project management skills including attention to detail, the ability to manage multiple projects, meet deadlines, and maintain accurate records.
- Strong research and writing skills.
- Proficiency working with collaboration tools including but not limited to Microsoft SharePoint and Project.
