Position Overview:
Power Your Future with Qualus as a Project Engineer within our PMO organization. As a key member of the Project Management team, the Project Engineer is responsible for the management and coordination of all technical aspects of new power generation capital projects. This role ensures that engineering is aligned with corporate goals and is complete, accurate and constructible for all elements of a project's scope.
The Project Engineer oversees contractor's engineering performance and coordinates all contractor and owner's engineering interfaces in addition to ensuring projects are completed according to project construction drawings and in accordance with project specifications, quality, and performance requirements. This position is responsible for coordinating efforts of cross-functional teams and building effective relationships with key internal/external stakeholders, including contractors. The Project Engineer is required to work directly with the Project Manager and Project Controls Specialist to ensure process alignment and compliance.
Responsibilities:
- Promotes safe behavior, in accordance with Company expectations, and adherence to the safety rules on the project.
- Identifies engineered safety controls and hazard removal during engineering design and coach to safe practices in the field.
- Supports/Leads cross-functional team consisting of internal Subject Matter Experts, Owners Engineers, EPC Contractors, and Technical Consultants from development of EPC contract through Permitting, Engineering, Construction, Commissioning and Closeout.
- Ensures documentation of engineering and construction quality is adequately captured to support audit and prudency review.
- Supports/Leads Owner team in writing official Records of Decision to capture prudency of major project decisions.
- Acts as Contract Manager for various engineering and construction contracts outside of the EPC, including Owner’s Engineer.
- Performs/Manages the review of engineering design to assure compliance with the contract, permits, codes, and utility standards while ensuring design supports the strategic, operational and maintenance goals of the project.
- Coordinates with the Project Manager in following the Project Delivery System and ensuring requirements are met and producing associated deliverables.
- Participates in contractor/vendor selection process with a specific goal of assessing engineering experience, competencies, and capability.
- Supports/Leads technical open book engineering process with contractors during development of major projects and applies value engineering concepts to ensure projects are competitive.
- Assists Contractor and Vendors during design and construction to resolve technical queries, and interfaces.
- Assures that all firms solicited to provide engineering services are duly licensed in the state of the project.
- Assures Project compliance with NERC and Security Standards.
- Ensures all documents generated on the project are stored in designated repository at closeout.
- Supports/Leads/Follows change management process for any potential design changes.
- Participates in the equipment inspection activities as agreed with the Contractor.
- Supports/Leads Owner review and signoff of System Turnover packages from Construction to Start-up and from EPC to Owner.
- Supports commissioning and ensures performance, reliability and emissions testing are completed per contract.
Qualifications:
Minimum education:
Bachelor of Science degree in Mechanical Engineering.
Advanced degree preferred.
Minimum experience required of the position:
- Project Engineer, Sr: 6+ years of applicable and progressive professional experience, preferably in engineering design, construction or operation of power systems. (5 years with a PE/PMP Certification/Masters Degree)
- Project Engineer, Sr Lead: 10+ years of applicable and progressive professional experience, preferably engineering design, construction or operation of power systems. (8 years with a PE/PMP Certification/Masters Degree)
- Project Engineer Sr Staff: 12+ years of applicable and progressive professional experience, preferably engineering design, construction or operation of power systems (10 years with a PE/PMP Certification/Masters Degree)
Minimum knowledge, skills and abilities:
- Fossil (gas) plant experience, preferably in the combined cycle (CCGT) technology and/or construction.
- Excellent technical writing and verbal communication skills with strong computer skills and proficiency in Microsoft Office 360.
- Strong interpersonal skills and leadership behaviors.
- Expert knowledge of engineering fundamentals within Mechanical.
- Advanced knowledge of the practical application of engineering science and technology to power generation. This includes applying principles, techniques, procedures, and equipment to the design of electrical power generating facilities.
- Knowledge of materials, methods, and the tools involved in the construction or repair of power generation facilities and associated QA/QC protocol.
- Knowledge of permits required for construction and operation of power generation facilities.
