Bachelors Degree
Three years of experience and/ or training or equivalent combination of education and experience in human resources information systems, or other information systems applications
Serves as primary point of contact or subject matter expert for Human Resources (HR) business projects involving the development, implementation and testing of systems modifications. Responsible for researching, analyzing, troubleshooting and resolving issues that impact data quality and integrity. Assembles key participants and guides and facilitates cross-functional teams in the strategy development and implementation of business solutions. Works under minimal supervision. Performs complex work assignments and problem resolution across systems, processes, or channels.
1. Works under the direction of the Director of HR to design, build, test, and maintain multiple modules in the Infor GHR system and leads small to large-scale HRIS projects involving new functionality, process improvement, and related integration.
2. Builds and delivers solutions from beginning to end, helping with design and configuration through to implementation.
3. Leads and facilitates complex HR business projects involving systems and/or business processes to obtain business goals and operational objectives with minimal supervision. Assesses overall project and operational risks and develops mitigation plans.
4. Serves as a resource to the working teams on escalated issues guiding them in development and delivery of work products. Researches, analyzes, troubleshoots, and resolves issues as necessary. Responsible for notifying stakeholders of issues and describing plan for resolution.
5. Responsible for data quality and integrity by ensuring system output is monitored, interfaces and systems are validated, and system security is administered appropriately. Coaches users to maximize system functionality and data output. Contacts and works with the IT community and vendor customer service as necessary to assist the customer in resolving system and/or data issues.
6. Possesses detailed knowledge of HR business functions, polices and regulations to ensure compliance and provide recommendations to influence business solutions.
7. Provides technical expertise in the field of HRIS and reporting tools including the development of business intelligence reports and dashboards for HR and other District functions.
8. Maintains a broad understanding of the HRIS technology environment, advising internal customers on HRIS technology capabilities, and proactively identifying and recommending areas for process improvement.
9. Promotes data integrity and a stable HRIS environment through security and configuration decisions and development/maintenance of system controls and process documentation.
10. Coordinates with subject matter experts and other functional areas to analyze all HR information system requirements to develop and implement various processes and procedures.
11. Aligns HR system processes and functionality with the needs of business leaders, managers, and HR team.
12. Documents business requirements, creates functional specifications, and leads end user acceptance testing.
13. Responsible for developing and maintaining system user procedures and guidelines.
14. Maintains and documents all system design, configuration, and security.
15. Designs customized reports and queries for all HR information systems and applications, including dashboards and metrics.
16. Collaborates with other departments on all design, testing, and implementation of third-party interfaces.
17. Researches and resolves technical problems, addressing unexpected results or process flaws, and recommends solutions or alternate methods to meet requirements.
18. Develops business needs analysis to provide justification for changes and communicates efficiently the business requirements to technical resources and others as required.
19. Develops and assists in the communication, training, and implementation of new systems, processes, enhancements and system upgrades.
20. Partners with the HR team and other functional areas to provide recommendations for system and technology improvements to increase efficiency, automation and integration.
21. Maintains the consistency and integrity of HR information systems by providing oversight and problem resolution.
22. Maintains confidentiality of information.
23. Reports to work every day.
24. Performs additional duties and accepts other responsibilities as may be assigned.
QUALIFICATION REQUIREMENTS:
• Knowledge of principles, practices and standards of human resource administration
- Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, and participating in professional organizations
- Advanced reporting and query skills using Crystal Reports and T-SQL
- Advanced understanding of relational databases
- Advanced skills in Microsoft Office (Excel, Word, PowerPoint, Access)
- Excellent verbal and written communication and interpersonal skills with strong attention to detail
- Advanced organizational skills and the ability to multi-task
- Strong project management skills, including the ability to, prioritize, balance, and manage multiple efforts with strong results
- Analytical mindset with ability to troubleshoot systems-related issues
- Ability to handle a heavy workload, prioritize work and meet deadlines
- Ability to work independently, initiate and identify solutions
- Ability to maintain confidentiality of sensitive information
- Ability to collaborate across functional areas
- Valid Texas Driver’s License with driving record that meets the requirements of the District

The employee is occasionally required to stand. The employee must occasionally lift and/or move up to 50 pounds. Specific vision required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee is occasionally required to drive personal vehicle in the performance of assigned tasks.
