IT DIVISION MANAGER
IT Division Manager
Information Technology Department
Job Summary:
This is a strategic leadership role within the City’s Information Technology Department, responsible for advancing the security, usability, and effectiveness of business systems and internal IT service delivery. As the IT Division Manager, you will lead two high-performing teams: Business Applications, which manages and upgrades the City's core software platforms, and Advancing Services, which focuses on improving service delivery and project execution across departments. This pivotal role shapes the City's data initiatives, supports major application upgrades, and leads the planning and discovery of our on-premises-to-SaaS migration.
This position requires deep expertise in enterprise systems, data strategy, IT governance, and organizational leadership.The ideal candidate is a forward-thinking, collaborative leader with a passion for public service, capable of driving innovation while ensuring stability and compliance.
Essential Duties & Responsibilities:

Lead data systems development in partnership with IT leadership.

Lead the evaluation of enterprise software to inform major upgrade and SaaS migration decisions.

Supervises approximately 10 staff within the Advancing Services and Business Applications teams.

Oversee the planning and execution of resulting application upgrades and replacements, ensuring minimal disruption and strong stakeholder engagement.

Support department-wide digital service improvements and business process optimization.

Maintain and evolve IT service management practices aligned with ITIL.

Collaborate with IT leadership to guide enterprise IT strategy and innovation.

Manage divisional budgets, software contracts, and vendor relationships.

Develop team capabilities through coaching, training, and performance feedback.

Promote systems and practices that are secure, resilient, and user-centered.
- Foster a culture of continuous improvement, inclusion, and collaboration.
Requirements, Skills & Experience:

5+ years of IT applications, systems, or services management experience, including at least 3 years in a supervisory or team leadership role.

Solid understanding of data architecture and data management principles, application lifecycle management, and IT project delivery.

Excellent communication and stakeholder management skills.

Experience with enterprise applications and cross-departmental service delivery.

Proficiency in project and vendor management, service management, and team development.

High comfort with analytics tools, budgeting, and cloud-based productivity suites (Google Workspace or MS Office).
- Ability to navigate both strategic planning and day-to-day operations effectively.
Preferred Skills & Experience:

Experience leading enterprise application upgrades or modernization initiatives.

Familiarity with core public sector systems such as ERP, HRIS, permitting, or asset management platforms.

Knowledge of IT governance frameworks (e.g., ITIL, NIST) and change management best practices.

Public sector or similarly regulated environment experience.
- Certifications such as ITIL or PMP are a plus.

Salary & Benefits:
This is a non-union position, Grade D62, with a starting pay range of $99,111.00 - $111,567.00/year.
