INTRODUCTION
Responsible for the day-to-day operations of the City Schools School Police Department including, but not limited to, personnel deployment, disciplinary actions, coordination with educational and outside departments and groups, records organization and management, training, and equipment procurement. Assists the Chief of School Police in planning, coordinating, and implementing departmental programs and activities, and in the formulation of departmental policy, work methods, procedures, goals, and objectives.
Essential Functions
- Plans and manages the daily activities of the School Police. Establishes goals and priorities, resolves problems, guides and advises subordinate supervisors. Coordinates special operations as directed by the Chief of School Police.
- Recommends and prepares official policy, procedures, and technical documents relating to the function of the School Police Department.
- Directs and reviews the budget process for the department and assists in the preparation of the departmental budget.
- Reviews personnel transactions, disciplinary actions, and other related matters. Administers and interprets policy, procedures, and directives.
- Develops detailed directives, operational and administrative plans and disseminates these directives and plans so that they are understood and followed.
- Conducts special investigations, research projects, and cost and feasibility studies for new programs and/or prepares summaries and comprehensive reports.
- Evaluates operational efficiency and makes recommendations for improvement.
- Assigns, supervises and evaluates personnel. Ensures compliance with all rules and regulations governing personnel under supervision. Trains subordinates in methods, strategies, and techniques to enhance job performance.
- Represents the department or the Chief of School Police at various meetings and on boards and committees.
- Maintains liaison with Baltimore City Police Department personnel, and other city, state, and federal agencies to ensure cooperative efforts in providing a safe and secure atmosphere in City Schools.
- Serves as duty officer on a rotating basis.
- Utilizes resources appropriately to complete work in the most efficient manner; proactively communicates the status of work; participates and contributes fully as a team member; and exercises sound judgment and decision-making skills to resolve sensitive matters.
- Maintains confidential and sensitive information.
- Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal laws, state laws, school board policies, administrative regulations, and professional standards.

DESIRED QUALIFICATIONS
Unless expressly stated otherwise with respect to the qualifications indicated in the position description, City Schools reserves the right to consider other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position.
- Bachelor's degree from an accredited institution or equivalent relevant professional experience as a full-time certified police officer required.
- Currently certified or certifiable by the Maryland Police Training Commission as a Police Officer vested with full authority under the Annotated Code of Maryland within eighteen months of hire.
- Valid Maryland Class C Non-commercial driver's license or equivalent.
- Ten years of police supervisory experience.
- Comprehensive knowledge of the theories, principles, and practices of law enforcement administration including labor relations, Maryland Police Accountability Act, personnel administration, emergency preparedness, budgeting, and related fields.
- Considerable knowledge of the social sciences as it relates to the causes, control, and prevention of crime, of child development, community policing, and of the location and function of community resources and other governmental agencies that support the education environment.
- Thorough knowledge of federal, state, and local criminal, civil, and traffic laws, of the principles, practices, rules, and regulations governing arrest, evidence, and search and seizure activities, of investigative methods and evidence collection and preservation techniques, of court procedures, rules, and customs.
- Skilled in planning, assigning, reviewing, and supervising the work of law enforcement officers and staff.
- Skilled in the preparation of summary statistics and narrative reports, conducting field investigations, establishing work standards and maintaining and administering discipline, developing crime prevention and reduction strategies, the interpretation of laws, codes, and ordinances, making prompt and effective decisions, maintaining composure and demonstrating restraint in stressful and dangerous situations, operating vehicles under all conditions, and the use and care of standard police weapons, restraints, and protective equipment.
- Ability to plan, assign, and direct the work of a large organizational unit under routine and emergency conditions.
- Ability to allocate resources effectively.
- Ability to establish and maintain effective working relationships with subordinates, peers, superiors, labor representatives, public officials, parent and community groups, and the general public.
- Ability to communicate effectively both verbally and in writing.
- Ability to make sound decisions under routine and emergency conditions and exercise independent judgment.
- Must authorize the release of prior employment, credit history, and criminal conviction history.
- Must pass background investigation, and federal and state criminal history review.
- Evening, night, weekend, holiday, and rotating shift work may be required. Subject to call to duty in emergencies and may be required to work with little or no notice.
- Ability to interact with diverse constituencies and convey complicated information with tact and diplomacy.
- Proficient skill in the use of technical computer applications, including electronic databases, case management systems, and Microsoft Office, including Excel and PowerPoint.
- Ability to multi-task, prioritize changing assignments, and organize busy workload, meet deadlines, and work well under pressure, while exercising excellent attention to detail.
