Overview
The Construction Services Engineer (AOT Manager IV) is responsible for leading a team of field support specialists, the Structural Services Unit, and the Finals Engineer. This team provides technical assistance to Construction field staff and Project Development personnel. The Construction Services team also provides high-level technical reviews for project documents during development and works closely with the Agency Project Development & Rail Design teams to resolve construction and contract development challenges. In addition, the Construction Services team develops and provides training for field staff during the Winter.
The position reports directly to the Construction Engineer and is a permanent member of the Prequalification Committee. The incumbent is also responsible for delegated tasks such as reviewing and approving weekly progress payments to contractors, establishing and tracking Construction's annual budget, as well as overseeing updates to process manuals and field guidance documents. Additionally, active participation in broader process improvement initiatives for the Construction Section, the Construction and Materials Bureau, and the Highway Division is an expectation of this role.
In addition to strong written and verbal communication skills, qualified candidates should be highly organized and experienced in leading teams. Working knowledge of VTrans document management and processing systems, such as Doc Express, Exevision, and SharePoint, is preferred.

Environmental Factors
Duties are performed in offices, and in the field. Incumbents should possess private means of transportation. Attendance at public meetings and hearings is required. Evening or weekend work will be required. A variety of strong adversarial opinions may be encountered.
Minimum Qualifications
Associate Degree AND seven (7) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.

High school diploma or equivalent AND nine (9) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.
Special Requirements
Some positions may require registration as a Professional Engineer (PE).
