INTRODUCTION
Serves primarily as an engine room watch stander. Works with the maintenance department to ensure that all mechanical, pneumatic and hydraulic systems and equipment on the vessel are maintained to the highest level of operational standards. Responsible for implementing and upholding safety and environmental compliance requirements.
QUALIFICATIONS
- Recognized Marine/Engineering qualification from Maritime college or equivalent.
- Valid Unlimited 2nd Engineer or Chief Engineer motors.
- Must have experience as an Engineer on a DP MODU, preferably as a 2nd Engineer.
- Training as required for position as per maritime flag state requirements.
- Offshore survival and medical certificates as mandated by government/client regulations are required.
- Must have basic Preventive Maintenance Systems (PMS) knowledge.
- Complete understanding and use of Noble's Maintenance System.
- Must be able to work without constant supervision.
- Must be self-sufficient in troubleshooting and repairing systems.
- Working experience reading and interpreting electrical and mechanical drawings.
- Strong experience with mechanical, electrical, pneumatic and hydraulic systems and equipment.
- Strong knowledge of A/C drive power generation systems in diesel-electric and mechanical propulsion systems.
- Strong knowledge of maintenance, operations of electronic automation. Experience in HVAC/refrigerant recovery and hold a Federal EPA Universal refrigerant handling (certificate/card reflecting document number), if applicable.
ESSENTIAL FUNCTIONS
- Ensure proper operation and maintenance of mechanical, pneumatic and hydraulic systems and equipment in accordance with Noble’s maintenance system, equipment manufacturer’s recommendations, the Vessel Operating Manual and regulatory requirements and codes.
- Perform daily visual inspections of equipment and diagnose actual and potential malfunctions, ensuring potential hazards and abnormal operating conditions are addressed quickly and that any deteriorating conditions are reported.
- Perform troubleshooting and repair of equipment.
- Initiate analysis and identify the root cause of failures on the vessel’s mechanical, pneumatic and hydraulic equipment and systems.
- Monitor the power plants controls and power distribution; ensure that power is available at all times.
- Operate, maintain and repair as necessary the engine cooling water system, lube oil system, and fuel system.
- Liaise with the marine department regarding the loading, ordering and use of fuel, potable water and drill water in consideration of the rig’s stability.
- Implement the Preventive Maintenance System (PMS) for the mechanical, pneumatic and hydraulic equipment. Maintain PMS records, ensuring the quality and timeliness of preventive maintenance.
- Review equipment, spare parts, tools and material inventories, ensuring inventory is accurate and adequate to fulfill maintenance requirements and facilitate a safe and efficient operation. Investigate and resolve discrepancies as necessary.
- Assist the Chief Engineer or Rig Maintenance Supervisor in prioritizing and supplying information for maintenance and repair budget.
- Participate in the effective management of the Rig Maintenance System (RMS) and ensure all records are maintained on a timely basis.
- Carry out classification society surveys as part of continuous survey of machinery.
- Assist the Chief Engineer or Rig Maintenance Supervisor to ensure all third-party equipment is fit for purpose, certified, correctly installed, and maintained while on the rig.
- Inform the Chief Engineer or Rig Maintenance Supervisor and other department heads of any incidents, potential hazards, technical problems or limitations that may affect the safe operation of the rig.
- Implement outstanding recommendations from audits, as issued by Clients, Regulatory Authorities or rig management.
- Must be competent and skilled in the use of condition monitoring equipment, including basic interpretation.
- Maintains updated vessel drawings.
- Ensure records and documentation for general maintenance, operation and repairs are kept accurate and up-to-date.
- Monitor equipment logs, ensuring operating and maintenance standards are maintained.
- Ensure that a high standard of hygiene and housekeeping is maintained onboard the rig.
- Ensure compliance to Company policies, local and international regulations relating to the operation of the rig, and compliance with requirements for environmental protection.
- Participate fully in the annual performance appraisal process.
- Ensure that all subordinates have the necessary skills and experience to fulfill their assigned tasks in a safe and efficient manner.
- Mentor, develop and train crew members to ensure that they are competent to work at their next job level.
- Recommend promotion or disciplinary action up to and including discharge.
- Supervise and guide crew members in their On-the-Job Training (OJT) program.
- Maintain discipline onboard and ensure compliance with Company disciplinary procedures.
- Other duties as assigned.

HEALTH, SAFETY & ENVIRONMENTAL
- Implement and uphold Noble's safety policies and procedures.
- Ensure that all operations proceed in a safe manner. Correct and notify responsible parties of any unsafe acts and/or conditions which exist.
- Encourage and motivate personnel to observe safety and environmental policies and all intended and implied requirements of Noble's Management System.
- Responsible for familiarizing and adhering to Noble's Live Safe Code for the purpose of promoting a zero-incident and no-harm workplace.
- Responsible for familiarizing and utilizing Noble's Hazard Identification Tool to manage risk created by various energy sources found in the workplace.
- Attend and actively participate in daily pre-tour and weekly safety meetings.
- Ensure compliance with the requirements established in Noble's Management System.
- Initiate a safety stand down whenever an unplanned hazard or change in the expected results is observed.
- Perform all Safety Critical Tasks as detailed in the HSE Case.
- Incorporate the STOP the job planning process into all tasks, whether working alone or as part of a team. Ensure subordinate personnel are properly trained in the STOP the job process.
- Ensure DROPS inspections are conducted according to the rig's DROPS inspection program.
- Take the initiative to perform emergency duties without specific orders or instruction.
- Develop and implement Job Safety Analysis and prepare hazard assessments as required.
- Responsible for compliance with all government regulations.
