Ankura’s Disputes and Economics Healthcare practice is seeking a Senior Associate for our payer government programs compliance & operations consulting services. This exciting position will focus on driving value to clients through compliance, disputes, investigations, and advisory services. The position has tremendous growth potential with one of the leading professional services firms in the United States. The healthcare group is the largest industry group within Ankura. This position is remote with a preference for the ability to travel to one of our large office locations (New York, D.C., Chicago) to work with key leaders and team members.
ROLE PURPOSE:
The Senior Associate helps lead and manage the day-to-day multi-workstream engagements. This position maintains a client relationship and contributes directly to workstreams. This hire also carries a business development expectation: generating qualified add-on work introductions from current engagements and contributing to proposals. The ideal candidate has sat on both sides of the table; they have worked inside a health plan/healthcare setting and have delivered consulting engagements to health plan clients, which gives them credibility with clients and the delivery skills the role requires.
CORE REQUIREMENTS:
- CMS Program Audit experience — direct engagement with ODAG, CDAG, FA, SNP-CC, or CPE protocols as an audit lead or senior consultant supporting plan-side audit defense
- Compliance program design and assessment — ability to evaluate a plan's compliance program against OIG guidance and CMS expectations, identify material gaps, and develop a remediation roadmap
- Managed Medicaid and ACA product awareness – ability to read and interpret regulatory guidance and apply it to operational reality
- Medicaid Managed Care Audits – ideally experienced in California Department of Health Care Services (DHCS) audits, and Service Level Agreement requirements for different states i.e. Indiana, Ohio, Tennessee
- Engagement economics — P&L awareness, budget management, staffing decisions, and scope management judgment
- Executive communication — comfortable presenting to a plan's Chief Compliance Officer, Board Compliance Committee, or outside counsel
- Proposal and business development contribution — prior experience contributing to RFP responses, SOW scoping, and client pitches
- Deep understanding of CMS Part C & D annual calendar, key dates (new plan applications, service area expansions, model of care submissions, bid submissions, proposed/final rules), and SNP strategies; able to stimulate client thought and support through the comment submission process
- Knowledgeable in the Paperwork Reduction Act of 1995 (PRA) and CMS's process for bringing new documents (program audit protocols, data requests, surveys) to published, actionable states
- Must be legally authorized to work in the United States with the need for employer sponsorship, now or at any time in the future
TYPES OF ENGAGEMENTS THIS ROLE WILL WORK ON:
- Independent monitorship engagements (state AG enforcement actions, OIG CIAs)
- CMS Program Audit readiness and mock audit programs
- Compliance program effectiveness assessments
- SNP and government program launch advisory
- FDR/delegation oversight program design and audit

Target regulated industries first
Financial services, healthcare, and pharmaceuticals have compliance functions built into their core operations. These industries hire compliance consultants regularly and are more familiar with OPT work authorization than smaller firms without dedicated legal or HR teams.
Clarify your STEM OPT eligibility early
If your degree is in a STEM-designated field like management information systems or data analytics, you may qualify for a 24-month extension. Confirm your CIP code with your DSO before applying so you can answer employer questions confidently during interviews.
Lead with your technical compliance knowledge
Employers hiring on OPT want to see immediate value. Highlight specific regulatory frameworks you know, such as SOX, HIPAA, or AML, in your resume and cover letter. Concrete knowledge reduces perceived risk for employers navigating OPT authorization for the first time.
Focus on consulting firms over solo practitioners
Large consulting firms and compliance-focused staffing firms have established HR processes and experience sponsoring international candidates. They are far more likely to have E-Verify enrollment, which is required for STEM OPT extension, than boutique advisory practices.
Address OPT timing proactively with employers
Compliance hiring cycles can be slow. Apply at least 90 days before your OPT start date, and inform employers of your authorization window upfront. Showing you understand your own timeline signals professionalism and reduces friction late in the hiring process.
Emphasize transferable risk management skills
Compliance consulting sits at the intersection of law, operations, and risk. If your background includes audit, data analysis, or policy research, frame those as compliance-adjacent skills. Employers value candidates who can interpret regulations and translate them into operational procedures.
Compliance Consultant OPT: Frequently Asked Questions
Can I work as a Compliance Consultant on OPT?
Yes, as long as the role is directly related to your field of study. Compliance Consultant positions typically qualify for students with degrees in business, finance, accounting, law, or related disciplines. Your DSO can confirm the connection between your degree and the role before you accept an offer.
Do Compliance Consultant employers need to be E-Verify enrolled for standard OPT?
No. E-Verify enrollment is only required for the 24-month STEM OPT extension, not for standard 12-month OPT. Any employer legally operating in the United States can hire you on standard OPT without any special enrollment. If you plan to apply for a STEM extension later, confirm the employer is enrolled before accepting the offer.
How do I find Compliance Consultant jobs that are open to OPT candidates?
Migrate Mate is built specifically for F-1 OPT students and filters jobs by visa sponsorship and OPT-friendly employers. Searching there will surface Compliance Consultant roles where employers have a track record of hiring international candidates, saving you time spent on applications that were never going to move forward.
Does a Compliance Consultant role qualify for the STEM OPT extension?
It depends on your degree's CIP code, not the job title itself. If your degree is in a STEM-designated field such as management information systems, economics, or applied mathematics, and the employer is E-Verify enrolled, you may qualify. Verify your CIP code with your DSO and confirm E-Verify status with the employer's HR team before assuming eligibility.
What should I do if a compliance role requires a law degree or bar admission I don't have?
Many compliance consultant roles do not require a law license. Positions focused on regulatory operations, risk monitoring, policy implementation, or audit support are commonly filled by candidates with business or finance degrees. Review job descriptions carefully and prioritize roles that list your actual degree field as a requirement rather than a preference.
