INTRODUCTION
The New Mexico Economic Development Department (NMEDD) works to enhance the state's economic growth and vitality by supporting businesses, communities, and individuals throughout New Mexico. NMEDD's mission is to create a diverse, sustainable economy through strategic partnerships, policies, and programs that foster job creation and business development.

ROLE AND RESPONSIBILITIES
This position exists to provide high-level program management, supervision, and strategic support for major economic development infrastructure initiatives, including those established through 2025 legislative action. The role oversees implementation and policy research related to the Just Transition Initiative, Site Readiness Development Act (SB169), Trade Ports Development Act (HB19), and Utility Pre-Deployment (SB170). It fills a critical leadership gap in coordinating multi-agency efforts, engaging stakeholders, and managing legislative appropriations related to infrastructure development, economic diversification, and climate-aligned economic policy.
- Oversee administration, deployment, tracking, and reporting of multiple legislative special appropriations focused on infrastructure development, energy innovation, and economic transition.
- Provide technical assistance and manage funding programs aligned with target industries: Aerospace, Film and Television, Intelligent Manufacturing, Outdoor Recreation, Sustainable and Green Energy, Biosciences, Sustainable and Value-Added Agriculture, Cybersecurity, and Global Trade.
- Supervise up to four team members, including the Justice, Equity, Diversity, and Inclusion (JEDI) Coordinator and Just Transition Representative.
- Develop and implement Requests for Proposals (RFP's), contracts, and programmatic strategies for site development, infrastructure planning, and capacity building.
- Collaborate with state agencies such as NMDOT, NMED, EMNRD, State Land Office, Tourism, and others to coordinate on infrastructure strategy and development.
- Prepare and deliver recurring legislative reports (quarterly and annually) on appropriation use, program impacts, and outcomes.
- Represent the department publicly, including at conferences and before legislative committees.
MINIMUM QUALIFICATIONS
Bachelor's Degree in a relevant field of study from an accredited college or university and eight (8) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.
EMPLOYMENT REQUIREMENTS
- Must maintain a drivers license.
- Must obtain and maintain a state of New Mexico defensive driving certificate.
WORKING CONDITIONS
Work is primarily performed in an office setting located in Albuquerque, New Mexico.
Duties require use of computers, phones, and occasional physical activity including the ability to lift up to 25 lbs.
In-state and out-of-state travel will be required, including infrastructure site visits and conference participation.
Occasional evening or weekend work may be necessary.
