What You'll Get To Do:
Position is responsible to ensure that Country of Origin (COO) and related customs compliance activities within and related to the PNA Business Unit(s) are undertaken in accordance with applicable policies, procedures, and government regulations. Additionally this position is responsible to develop and delivery audit and post entry activity. This position may have direct reports and is supported by PEXNA Logistics and the reports into the PNA Customs Compliance Manager.
Management of Activities
- Position may include direct and indirect reports contributing to deliverables.
- Establishes goals, manages performance, and ensures activities are executed in efficiently, accurately and in accordance with regulations.
- Develops, executes and communicate KPIs/metrics/results related to department compliance, accuracy, productivity, and efficiencies.
Customs Compliance Related Activities – Including but not limited to:
- Support management of timely and accurate import & exports in compliance with government regulations, corporate policies and procedures within the organization:
- Develop and deliver execution of the Country of Origin (COO) validation program including but not limited to management of Certificates of Origins and Free Trade Agreement certificates.
- Development of systematic process to solicit, manage and audit Certificates of Origin.
- Execute periodic audit of all factories /coordinated with business Units (select products, request supporting information, coordinate review of COO with outside counsel), identify any larger scale issues
- Develop and deliver training on COO determination for business units and factories as required
- Monitor changes in tariff or duty related programs including but not limited to HTS, Schedule B, ECCN, license exemptions, CVD/ADD, Section 301, 201, CN duty exemptions. Evaluate impacts assess and execute activities to mitigate. Monitor any changes in sanctions, embargoes and country controls as well as evaluate, analyze, act on or manage actions on tasks; report as required.
- Support development of audit process and delivery ongoing audits (COO, import, export, classification, etc), audit procedures, KPI collection and reporting
Post Entry and Audit Activity Support
- Identify requirements, audit/analyze entries, track, trace and communicate requirements and corrections to Customs and Brokers.
- Monitor execution and report on post entry activity including but not limited to Post Summary Corrections, Protests, Prior Disclosures, Voluntary Tenders. Activity executed in coordination with Customs Compliance Manager, PNA Legal and where required outside counsel.
Manage & Report on Activity
- Develop, execute and communicate KPIs/metrics/results related to department compliance, accuracy, productivity, and efficiencies.
- Manage, monitor and report on post entry, drawback, CN duty exemption activity as well as other as required.
- Report on audit results to management and Divisions and create action plan to mitigate findings
Process Improvement
- Support update and assessment of Trade Compliance Policy, Customs Compliance Manual and Import/Export Ops Manual to identify, develop and maintain Business Unit specific process flows and process documents as it relates to product movements, bonded zone activity, customs entry, duty deferment programs, drawback and cross dock and other customs and logistics activities.
- Candidate should actively contribute feedback on Trade Compliance policies established by PNA FTZ/Customs Compliance Management and Legal.
- In coordination with Business Unit and PNA Customs Compliance Manager, identify, develop and deliver trade compliance training to identified team members.
- Communicate corporate level information, bulletins, and training to internal Business Unit team members to ensure understanding of trade compliance related requirements.

- Position may have 2-5 direct reports.
- Job responsibilities are carried out in a work environment that consists of both recurring and non-recurring work situations.

- Degree preferred - BA/BS in Supply Chain, Logistics or related area.
- 5+ years of practical experience in handling customs and international trade related issues, country of origin support, product classification, qualification of goods for free trade agreements OR equivalent experience
- A current customs broker’s license or CCS is desired but not required.
- Lean Continuous Improvement Experience and/or certifications a plus
Competencies:
- Possess a working knowledge and direct experience in import and export activities and Customhouse brokerage.
- Possess a practical knowledge of CBP compliance best practices and regulations.
- Candidate must work on assignments requiring considerable judgment and initiative, work independently and make decisions as required with minimum supervision and have an understanding of the implications of work and make recommendations for solutions. Candidate must have ability to develop and deliver activity and performance reports as needed.
- Candidates must have excellent attention to detail and the mental capability to troubleshoot and solve problems of high complexity or difficulty, as well as problem solve in a proactive, methodical manner. Must be able to work effectively under the pressure of deadlines and comprehend complex issues.

- Proficiency with Microsoft Office with emphasis on Excel, Power Point, and Power BI along with a well developed ability to read, write, and speak English.
