About the Role:
The Data Management Specialist supports data management, reporting, workflow tracking, and customer service functions for Head Start and Early Head Start grant recipients in partnership with the Regional Office of Head Start. This role helps ensure the accuracy, quality, and accessibility of grant-related data used to support program oversight, grant administration, operational effectiveness, and informed decision-making. The Data Management Specialist maintains data processes, monitors workflow systems, supports reporting and analysis efforts, resolves data-related issues, and collaborates with stakeholders to improve data quality, streamline operations, and support positive outcomes for children and families.

How You Contribute to the Team:
- Perform data validation, cleansing, standardization, and quality assurance activities to maintain accurate and reliable datasets.
- Review, analyze, and resolve data discrepancies, inconsistencies, and duplicate records across multiple systems and repositories.
- Maintain and manage metadata, records, and documentation in compliance with organizational policies, procedures, and data governance standards.
- Support the implementation and enforcement of data management best practices, standards, and workflows.
- Utilize Excel, Smartsheet, and other data management tools to organize, track, analyze, and report on data-related activities.
- Conduct basic SQL queries to validate data, generate reports, and support data analysis activities.
- Assist with the administration and maintenance of document management systems and electronic records repositories.
- Develop and maintain process documentation, data dictionaries, logs, and reporting materials.
- Collaborate with internal stakeholders to gather requirements, resolve data issues, and improve data management processes.
- Support records retention and compliance initiatives by ensuring proper handling, storage, and documentation of organizational records.
- Monitor data quality metrics and recommend corrective actions or process improvements where necessary.
- Ensure confidentiality, integrity, and security of sensitive information in accordance with organizational and regulatory requirements.
- Participate in audits, reviews, and data governance initiatives as required.
Perform these and other reasonable tasks as assigned by management in support of BCT’s goals and objectives.

Educational Requirements:
- Bachelor’s degree in Information Management, Library Science, Information Systems, Business Administration, or a related field from an accredited college or university.
- Relevant certifications in data management, records management, or information governance are a plus.
- 3 years of relevant post-baccalaureate professional experience in data management, records management, metadata management, document management, or related fields.
- Experience supporting data quality assurance, data governance, or enterprise data management initiatives preferred.
- Prior experience working with large datasets and document repositories in a professional environment is highly desirable.
- Working knowledge of data governance principles, data lifecycle management, and records management standards.
- Experience performing data quality assurance, validation, cleansing, and reconciliation activities.
- Familiarity with metadata management concepts and best practices.
- Experience using document management systems and electronic records management platforms.
- Basic SQL skills with the ability to run queries and validate data.
- Strong analytical and problem-solving skills with high attention to detail.
- Ability to organize, prioritize, and manage multiple assignments in a fast-paced environment.
- Proficiency with Microsoft Office Suite and related business applications.
- Ability to interpret policies, procedures, and technical documentation.
- Strong commitment to data accuracy, consistency, and confidentiality.
- Proven ability to effectively communicate to various audiences when speaking and in writing.
- Must be able to communicate, collaborate and interact with colleagues in a remote work environment; must participate in virtual meetings, appear on camera as needed, and contribute to meeting content as required.
- Advanced proficiency in Microsoft Excel or Smartsheet, including data analysis, tracking, reporting, and management functions.
- Experience with video meetings/conferencing (e.g., Zoom, Adobe, MS Teams).
- Ability to adapt quickly to new applications.
BCT offers a competitive total compensation package that, for this position, includes a base salary between $65,000 and $80,000 along with a generous benefits package. BCT’s benefits include partially subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a generous paid time off policy.
These are onsite positions located in Philadelphia PA, Kansas City MO, Atlanta GA, Denver CO, Dallas TX. Though we do have staff in all four time zones, BCT Partners headquarters is located on the East Coast in New Jersey. The Administration for Children and Families (ACF) is a federal agency within the U.S. Department of Health and Human Services (HHS) dedicated to fostering health and well-being by providing federal leadership, partnership, and resources for the compassionate and effective delivery of human services. ACF serves families, children, youth, individuals, and communities through funding, policy direction, training, technical assistance, and information services.
The Office of Head Start (OHS), part of ACF, promotes school readiness of young children from low-income families by enhancing their cognitive, social, and emotional development. OHS provides operating grants to local public and private organizations to deliver comprehensive child development services to low-income children (ages birth to five years) and their families.
Those working on this project will provide customer service, grants management assistance, and data management services in direct support of the ACF and OHS missions. They shall deliver responsive and efficient customer service to grant recipients to and in support of federal staff, streamline and support grants management processes, and provide effective and accurate data management services. This effort will enhance program operations, support evidence-based decision-making, and advance OHS objectives to promote child and family well-being and improve school readiness for children from low-income families.
