Resident Engineer – Roadway Construction | $180,000–$200,000
Location: Los Angeles & Ventura Counties, CA | On-Call / As-Neceded
Are you a California-registered Civil Engineer with extensive experience managing highway construction? Have you successfully administered Caltrans construction contracts as a Resident Engineer?
The role
PMCS Group is seeking an experienced Resident Engineer to support an on-call Caltrans District 7 contract across Los Angeles and Ventura Counties.
Key Responsibilities
- Administer roadway construction contracts and maintain accurate Caltrans CEM documentation.
- Direct inspectors, materials testers and office personnel, setting testing and inspection priorities around the contractor’s order of work and briefing the team and CRCCE during weekly meetings.
- Oversee traffic control, COZEEP activities and project safety, suspending work where an immediate hazard exists.
- Review CPM schedules, assess time impacts, and prepare daily records, reports, and correspondence.
- Track costs, forecast expenditure, prepare progress payment estimates, and manage change orders.
- Respond to RFIs and potential claims while supporting Dispute Resolution Board meetings.
- Monitor environmental commitments, SWPPP/WPCP compliance and BMP implementation.
- Administer labor compliance, EEO and DBE/DVBE requirements.
- Coordinate utility relocations, construction surveys, AMG and GPS-based minor surveying.
- Manage final inspections, contract acceptance, and delivery of as-built plans.

The person
- An active California Civil Engineer license in good standing with BPELSG.
- At least six years of construction management leadership on roadway or highway projects.
- Previous experience performing the full duties of a Resident Engineer.
- Strong knowledge of Caltrans specifications, manuals and CEM documentation.
- Experience with CPM schedules, project controls, cost management and audit-ready records.
- Knowledge of prevailing wage, DBE/DVBE, safety and environmental requirements.
