ROLE AND RESPONSIBILITIES
This position will serve as primary contact for all contract and procurement related items for the Falling Colors Collaborative and CYFD transition from FACTS to NM Impact including addressing questions or issues from program staff. The Team Lead will collaborate with assigned program staff on submission of all contracts and supporting documents and ensure documents are complete, accurate and timely. The purpose of this position is to support the Children Youth and Families Department, Contract Development Unit (CDU) to independently perform all tasks involved in the accurate development, facilitation and oversight of the Agency's Binding Agreements, which include, but are not limited to, Professional Services Contracts, General Service Contracts, Amendments, Agreements, Small Purchase Contracts, Request for Proposals (RFP), Request for Quotations (RFQ), Request for Information (RFI), Invitation to Bid (ITB), and Sole Source Procurement's. This position is responsible for developing, interpreting, assembling, reviewing, routing, tracking, distributing, filing, and maintaining all required documentation in hard copy and electronic copy, associated with the Agency's procurement vehicles, Contracts and Agreements, in alignment with all applicable Agency, State and Federal Laws. Rules and Regulations.
Essential Functions
- Coordinate procurement and execution of agreements in Falling Colors and NM Impact
- Review agreements and provide feedback on scope of work and deliverables
- Track remaining balances and expenditures for executed agreements
- Communicate with program staff on all agreements
- Reviewing Contracts and Scope of Work
- Create Envelopes in DocuSign
- Create and Maintain Purchase Orders and Contract Modules in SHARE Financial System
- Assist junior contracts staff with contract execution questions
CUSTOMERS
All programs within CYFD and external contractors including direct care providers and Administrative Services Organization.
MINIMUM QUALIFICATIONS
Bachelor's degree in Business or Accounting and Finance and two (2) years of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
EMPLOYMENT REQUIREMENTS
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Pre-employment background investigation is required and is conditional pending results.
WORKING CONDITIONS
Work is performed in an office setting, with exposure to Visual/Video Display Terminal (VDT), extensive computer and telephone usage. Must be able to lift 20 lbs.
