Location: Hybrid / Washington, DC
Metric5 is seeking an IT Project Manager (Data Management and Software Development).
As the Data Management and Software Team Lead, you will oversee the IT Transformation, Artificial Intelligence, Enterprise Architecture (EA), and Data Management workstreams for the Alcohol and Tobacco Tax and Trade Bureau (TTB). You will guide the strategic direction of TTB's data and architecture initiatives while providing program-level oversight for database deployment and administration.
Responsibilities:
- Leading the Data Management (DM) program by developing, maintaining, and updating TTB-wide data management policies, procedures, and the DM Handbook.
- Supporting the Chief Data Office (CDO) in maintaining the enterprise data dictionary and coordinating conceptual, logical, and physical data model designs.
- Managing all aspects of the Change Control Board (CCB) and Architecture Working Group (AWG), facilitating reviews, maintaining meeting materials, and managing Request for Change (RFC) lifecycles.
- Collaborating with Enterprise Architects to maintain and update the TTB IT Strategic Plan, "To Be" EA Target transition roadmaps, and the Authorized Product List (APL).
- Providing project management and oversight for the adoption and implementation of Artificial Intelligence (AI) and other emerging technologies, evaluating their applicability to TTB.
- Verifying database administration activities, facilitating database design reviews, and confirming performance results for database-related initiatives and SLAs.
Required Qualifications & Experience:
- Familiarity with enterprise data dictionaries, data modeling concepts, and EA tracking/Request For Change (RFC) workflow systems.
- Proven ability to run technical review boards (e.g., AWG, ECCB), author technical governance policies (like a DM Handbook), and manage multi-year IT strategic roadmaps.
- Education: Bachelor’s degree in Computer Science, Information Systems, Data Analytics, or a related discipline.
- Experience: 8+ years of experience in IT program management, data management, enterprise architecture governance, or database administration oversight.
- Must be a U.S. Citizen or Lawful Permanent Resident Alien with at least three (3) years of U.S. residency and obtain a government suitability clearance.
Preferred Qualifications & Experience:
- Active Project Management Professional (PMP) or Agile certifications (e.g., SAFe Scrum Master).
- Active Treasury clearance.
- Prior experience supporting Department of the Treasury bureaus or managing hybrid firm-fixed-price task orders.
Salary Range: $125,000 - $140,000 annually
