Job Description: Payroll Tax Compliance Manager
POSITION: Payroll Tax Compliance Manager
LOCATION: Columbus, OH
REPORT TO: Director, Payroll
FLSA STATUS: Fulltime, Onsite, Exempt
SALARY: $115,000 to $135,000 annually based on experience
OVERVIEW
The Payroll Tax Compliance Manager oversees payroll tax compliance for all Bay Crane Companies entities, branches, and operating jurisdictions. This position serves as the primary liaison with ADP Workforce Now, ensuring payroll tax accounts are properly established and all federal, state, and local tax filings are accurate, timely, and compliant.
The role is responsible for auditing payroll tax filings, managing tax notices, maintaining compliance calendars, resolving agency issues, and minimizing company exposure to penalties and interest. Supporting 25 branch locations across more than 1,000 tax jurisdictions, this position plays a critical role in maintaining payroll tax compliance company wide.
KEY RESPONSIBILITIES
- Serve as the primary company contact for all payroll tax compliance matters across Bay Crane Companies.
- Manage the relationship with ADP Workforce Now regarding payroll tax setup, tax filings, tax payments, account registrations, and compliance reporting.
- Establish and maintain payroll tax accounts with federal, state, and local taxing authorities.
- Develop and maintain a comprehensive payroll tax filing calendar for all required monthly, quarterly, annual, and special filings.
- Audit payroll tax filings and remittances processed by ADP to ensure accuracy, timeliness, and compliance with applicable regulations.
- Review payroll tax reports and reconciliations on a recurring basis to identify discrepancies before penalties are incurred.
- Research, respond to, and resolve payroll tax notices, assessments, audits, and inquiries from taxing authorities.
- Work directly with ADP to correct filing errors, late filings, incorrect tax payments, and agency registration issues.
- Track, document, and recover penalties and interest resulting from vendor filing errors when applicable.
- Maintain organized records of all payroll tax accounts, filings, notices, correspondence, and resolutions.
- Partner with Payroll, Human Resources, Accounting, and Operations teams to ensure employee tax setup and jurisdictional requirements are accurate.
- Monitor payroll tax law changes and communicate impacts to management and payroll staff.
- Identify process improvements and compliance controls to reduce payroll tax risk and improve filing accuracy.
- Prepare periodic compliance reports for executive leadership detailing outstanding notices, open tax issues, penalties, and resolution status.
· Work with regional controllers to reconcile ADP filings with General Ledger accounting.
· Prepare quarterly Workers Compensation accruals and support for annual audits
QUALIFICATIONS
- Bachelor's degree in Accounting, Finance, Business Administration, or related field preferred.
- Minimum 5 years of payroll tax experience, preferably in a multi-state environment.
- Extensive knowledge of federal, state, and local payroll tax regulations.
- Experience with ADP Workforce Now payroll tax services strongly preferred.
- Experience managing large volumes of tax notices and agency correspondence.
- Strong analytical and reconciliation skills.
- Exceptional attention to detail and organizational abilities.
- Ability to independently research and resolve complex payroll tax issues.
- Strong verbal and written communication skills.
- Proficiency in Microsoft Excel and payroll reporting tools.
- Ability to manage multiple priorities and deadlines with minimal supervision.

- Multi-state payroll tax administration.
- Construction, union, or prevailing wage payroll environments.
- Experience supporting organizations with multiple legal entities and branch locations.
- Payroll tax account registration and agency compliance management.
- Experience working with third-party payroll providers and holding vendors accountable for service-level performance.
Pay: $115,000.00 - $135,000.00 per year
