Salary Range: $110,000 - $120,000
Location: SOFSA, Lexington, KY
Summary: To provide Subject Matter Expert III (SME) Program Management and Labor necessary in support of the U.S. Special Operations Command (USSOCOM) Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) is responsible for all USSOCOM research, development, acquisition, procurement, and logistics. SOF AT&L works with Government, academia, and industry in meeting its mission to provide rapid and focused acquisition, technology, and logistics support to Warfighters, delivering the most effective capabilities to our Special Operations Forces.
LAUKOA personnel will provide contractor support personnel to assist J4 in implementing and systematically maintaining the Defense Property Accountability System (DPAS) Warehouse, Maintenance & Utilization (M&U), Registry, Property Accountability, Force Management, and Materiel Management modules across all Special Operation Forces’ supply support activities. DPAS is the only authorized Accountable Property System of Record (APSR) approved by the DOD.
Duties and Responsibilities:
- Plans, coordinates and implements USSOCOM SOF AT&L’s Inventory Control Point (ICP), PAS Property Accountability (PA), Warehouse, Maintenance and Utilization (M&U) and Materiel Management implementations/conversions. Implements other DPAS modules as they become available and sustains DPAS module requirements in support of USSOCOM end user.
- Plans, coordinates and implements the conversion of SOF legacy supply and/or inventory management applications to DPAS Warehouse, M&U and Material Management modules including following steps: (1) validate scope of materiel to be converted, (2) validate the item catalog, (3) validate DPAS structure and catalog, (4) validate DPAS due-ins, (5) validate data loads, (6) data validation/reconciliation, and (7) ensure DPAS maintenance.
- Provides logistical, financial and IT subject matter expertise on the implementation of DPAS, including making material (property and inventory) accountability policy and procedure recommendations based on system’s functionality.
- Assists in the development, submission, and prioritization of DPAS System Change Requests (SCRs). Tracks SCR’s status, provides clarifying feedback to DPAS, participates in the DPAS System Acceptance Testing (SAT), provides technical findings and feedback, and supports SCR approval/disapproval recommendations to government.
- Gain certification to become SOCOM DPAS warehouse trainer. Coordinates and provides DPAS classroom instruction and ad-hoc training support as required.
- Support the DPAS Information Owner (IO) as Assistant Information Owner (AIO) with coordination, validation and approval of user access request packages into DPAS.
- Employs matured interpersonal skills, such as action and solution-oriented approach to problem solving, to support DPAS implementation in a fast-paced and fluid environment.
- Actions the government’s intent with little to no direct guidance to achieve objectives.
- Employs the entire Microsoft Office Suite capability to produce manage workload requirements and provide administrative work products.
- Employs matured interpersonal skills, such as action and solution-oriented approach to problem solving, to support DPAS implementation in a fast-paced and fluid environment.
- Ensure all personnel are current with any APSR required training.
Qualifications:
- Bachelor's Degree required in logistics management, supply chain or business-related field
- Minimum 10 Years of combined experience with DOD or other federal agency in Financial Management, Program Management, IT, Material Management or Logistics, INCLUDING:
- Minimum 3 years of item management experience
- Minimum 3 years Major Command to Headquarters staff experience
- Minimum 5 years’ experience in material management utilizing an LIS
- Minimum 5 years’ experience as a government or civilian project or team lead
- Must be proficient in Microsoft Office Suite
- DAU Lifecycle Logistics Level I certified
- Requires Secret Clearance on day one of performance
