INTRODUCTION
This is a multi-level posting. Candidates may be considered for any of the levels posted, depending on their level of experience and depth of expertise.
ROLE AND RESPONSIBILITIES
The business systems analyst provides advanced technical expertise and guidance in the design, development, testing, documentation, implementation and support of system applications including the asset maintenance management computer system referred to as maintenance control system, or MCS; provides input in maintenance management methodology and process improvement initiatives; provides coordination and accountability for all aspects of MCS system administration, data security and integrity; provides centralized compliance task administration for operating, environmental, and safety procedures; provides analysis and reporting on compliance data; and provides training and day-to-day support for all maintenance management system users.
- Evaluate requests for new or modified functionality to MCS to determine cost and time estimates and compatibility with current system.
- Consult with management and users to identify current operating procedures and clarify functionality objectives.
- Analyze, design, request functional changes through project requests, test, document, and coordinate implementation of application changes including deployment of new mobile device technology.
- Provide technical support to operations department management and users and the operations technology department to help ensure effectiveness of the MCS application in day-to-day asset maintenance and compliance business. The support includes, but is not limited to, answering user questions, interpreting system functionalities, completing data and ad hoc report requests, and performing other critical support functions.
- Perform critical data administration functions including: implementing pipeline safety and risk department class location and pipeline encroachment density survey results, updating current and historical records while ensuring and maintaining compliance requirements; implementing compliance task changes by researching and analyzing changes to operating, environmental, and safety procedures.
- Act as subject matter expert representing operations-pipeline safety for business transformation efforts including Maximo and Oracle Field Services implementation.
- Perform advanced system administration functions including defining and maintaining user security, facility and organizational updates, pipeline and facility asset standards, and custom user-defined data.
- Perform research and fact-finding to develop or modify the application and related programs; work with vendors to review quality and adaptability of the application; submit and manage technical product improvement requests, custom work requests and technical assistance and troubleshooting requests.
- Design training classes and materials and perform ongoing application training to field operations personnel.
- Collaborate with application users to analyze and develop business requirements for enhancements and problem resolutions.
- Provide technical input to assist in development of project planning.
- Perform additional responsibilities as requested or assigned.
BASIC QUALIFICATIONS
- Bachelor’s degree in information systems, computer science, engineering or related technical field; or equivalent work experience. (Typically six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a Bachelor’s degree.)

Business System Analyst 1 - One - two years of demonstrated experience.

Business System Analyst 2 - Three or more years of demonstrated experience.

Business System Analyst 3 - Five or more years of demonstrated experience in business analyst, programmer analyst and/or systems analyst role including experience in project management or systems implementation or support.

Three years or more of demonstrated experience in Microsoft Office and related products including development using macros.

Three years or more of demonstrated experience with relational database technology using SQL Server or other relational database. Experience in identifying, analyzing and resolving related performance issues is a plus.

Experience with project methodologies including project management tools, estimating, and documentation of requirements, use cases and test plans.

Strong oral and written communications skills, including presentation, training and interpersonal skills with ability to build consensus.

Effective analytical, problem solving and decision-making skills.

Ability to prioritize and handle multiple tasks and projects concurrently.
