The State of New Hampshire, Department of Health and Human Services, Office of Health Access has a full-time vacancy for State Refugee Health Manager.
Summary:
Administers, organizes, assesses operations and evaluates functions to implement the State Refugee Health Program and to improve statewide service delivery and service access for refugee populations. Makes recommendations for strategies, policies and procedures to help refugees achieve health, well-being, self-sufficiency and integration objectives.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education/Experience: Bachelor's degree and 5 years of experience OR equivalent combination of 9 years of education and experience after completion of high school. Education and experience must be in health, mental health, public health, or refugee work including program administration, program planning and evaluation, business management or related management experience.
License/Certification: None

- Office of Refugee Resettlement (ORR) Policy and Procedures.
- Recommendations/requirements for Refugee Initial Domestic Health Examination.
- Bilingual proficiency preferred.

Responsibilities:

Administers the State Refugee Health Program, ensuring adherence to administrative requirements from the federal Office of Refugee Resettlement (ORR). Ensures culturally and linguistically appropriate supportive services and case management are available to refugee individuals in New Hampshire.

Contributes to the development of effective strategies to address key refugee health concerns through participation in community, state and national organizations, such as the Association of Refugee Health Coordinators.

Provides consultation and technical assistance to executive and professional staff of provider organizations, community agencies, and local groups in order to ensure the availability and delivery of social, medical, behavioral health, and other supportive services to refugee individuals.

Administers the health-related grants including the Refugee Health Promotion Grant. Develops and monitors the achievement of quality indicators and resolving service delivery issues.

Oversees the collection of data to comply with federal reporting requirements. Identifies, develops, writes and submits grant proposals to third-party entities.

Researches, analyzes and interprets statewide data and trends, policies and procedures, in order to design, develop, and implement, and monitor programs and policies to meet the health, healthcare, and human service needs of refugee populations.

Facilitates delivery of health education to refugees through identified service providers and leads monthly meetings with medical service providers to share program information and review individual cases as needed.

Consults with federal, state and local officials as well as private agencies to ensure coordination in the implementation of programs aimed at improving health, access, education and culturally and linguistically appropriate services for refugee populations including refugee health screenings and follow-up.

Collects, analyzes, and reports data on the performance of program activities that are funded by third-party public and private sources, including but not limited to the health care program information for the State Plan and the ORR semi-annual and annual reports; creates adhoc reports as required.

Participates in department-wide collaborations as a subject matter expert, providing input and technical guidance related to health equity and data collection initiatives across the department.
