Duties & Responsibilities
Purpose of Position:
Under general direction, with latitude for independent judgment and initiative, is responsible for the development and implementation of training programs to enhance staff competency in delivering services that are patient-centered, culturally sensitive, and in line with the System’s ICARE principles.
Essential Duties and Responsibilities:

Design, develops, and implements training programs, including mandatory trainings, seminars, and workshops ensuring alignment with organizational goals, regulatory standards, and best practices.

Develops and implements career ladder training and educational programs in collaboration with educational institutions and external stakeholders to enhance advancement opportunities through structured career pathways.

Collaborates closely with internal stakeholders across the System and health care settings leadership to support the roll-out of training programs and integrate training initiatives.

Conducts research and analysis to determine current and future workforce needs, identifying potential talent gaps and shortage areas.

Participates in the planning and development of workforce development programs and advises on workforce needs and availability.

Develops counseling and support services to assists participants in career development programs.

Coordinates System-wide job opportunity and career development activities.

May determine funding requirements for job opportunity and career development programs and manages the budget, expenditures and strategic direction of workforce development funds. Prepares requests to Federal, State or other agencies to secure such funds.

Compiles and reviews data to evaluate the success of training programs. Presents key findings to department leadership and other stakeholders, making recommendations for improving methods of training.

Directs informational activities relating to training, job opportunity and career development programs in order to assist with recruitment efforts.

Minimum Qualifications
-
Master’s Degree from an accredited college or university in Human Resources, Education, Business Management, Social Work, Healthcare Administration, Psychology, Public Administration or a related discipline; and five (5) years of progressively responsible experience in planning, workforce development and training programs, healthcare or public health administration related to training, development and workforce analysis, three (3) years of which must have been in a managerial or supervisory capacity related to the organization, formulation, development and implementation of such plans and programs; or,

Bachelor’s Degree from an accredited college or university in disciplines, as listed in 1 above; and Six (6) years of progressively responsible experience as described in 1 above, four (4) years of which must have been in a managerial or supervisory capacity related to the organization, formulation, development and implementation of such plans and programs.
Department Preferences
- Current, unrestricted clinical license in NYS (or applicable state) required (e.g., Registered Nurse (RN)).
- Professional emergency management and/or healthcare preparedness certifications preferred (e.g., CEM, CHEP, CBCP)
- 5 years of significant progressive experience in clinical operations leadership (e.g., nursing operations, patient flow, hospital operations) and demonstrated emergency preparedness/response involvement; system-level experience strongly preferred.
- Demonstrated expertise in hospital clinical operations and throughput concepts (ED/inpatient flow, bed management, discharge barriers, staffing models).
- Strong working knowledge of emergency management principles and healthcare regulatory requirements (Joint Commission EM/EOC, CMS EP CoPs; familiarity with OSHA/NFPA preferred).
- Ability to translate clinical risk into operational plans, triggers, and executable playbooks across multiple facilities.
- Proficiency with common productivity tools (Word, Excel, PowerPoint), virtual meeting platforms, and crisis communications/notification systems.
- Experience with hospital electronic medical records (e.g., Epic) and ability to partner on clinical downtime and continuity workflows.
- Strong facilitation and stakeholder management skills across clinical and non-clinical partners; excellent written and verbal communication.
- Demonstrated ability to manage complex projects across a large, matrixed organization, including timeline development, resource identification, and performance tracking.
- Completion of or willingness to complete emergency management training (e.g., FEMA IS-100/200/700/800; HICS) within a defined onboarding period.
