Purpose of Position
The Research Engineering Scientist Associate II performs advanced professional engineering and scientific work in support of environmental quality, water and wastewater system evaluation, and regulatory compliance programs. The role conducts complex technical and modeling analyses, reviews engineering plans and documentation, and interprets environmental and regulatory data to assess compliance with state and federal standards.
Essential Functions
- Conduct advanced technical analyses, modeling, and evaluations related to water quality, wastewater discharge permitting, environmental compliance, or engineering plan reviews, ensuring alignment with applicable state and federal regulations.
- Review and assess engineering plans, specifications, reports, and financial assistance submittals for public water and wastewater systems to determine regulatory compliance and eligibility for program requirements.
- Collect, analyze, and interpret technical and environmental data, including ambient environmental data, modeling inputs, inspection findings, and survey information to support evaluations, permitting decisions, and project updates.
- Prepare formal reports, technical correspondence, memoranda, documentation, and database updates to record analyses, recommendations, compliance findings, and project status.
- Provide technical assistance and respond to inquiries from consulting engineers, local officials, water system operators, agency staff, permittees, applicants, and the general public.
- Coordinate with internal and external stakeholders, including participating in peer reviews, supporting Water Quality Management Plan (WQMP) updates, and collaborating with project teams to resolve technical issues.
- Provide guidance, mentoring, or training to less experienced staff and participate in professional development activities required for effective performance and compliance with program standards.
- Other duties as assigned.
Required Qualifications
Bachelor’s degree in environmental sciences, Civil/Environmental Engineering, Natural Resources, Public Utilities, Business Administration, or a closely related technical field; and at least two years of relevant experience in one or more of the following areas: data analysis, environmental quality management, public utilities, water/wastewater system planning or design, construction inspection, oversight, or monitoring, regulatory programs or permitting.
Preferred Qualifications
- Master’s degree in environmental sciences, Environmental Engineering, Civil Engineering, or a related discipline.
- Two or more years of experience with environmental modeling, ArcGIS, statistics, or water quality management.
Knowledge, Skills & Abilities
- Working knowledge of Microsoft Office and the ability to perform data entry and prepare technical documents.
- Ability to analyze and interpret technical data, engineering plans, and regulatory requirements.
- Demonstrated ability to manage complex concepts, edit technical documents, and mentor students or new staff.
Work Schedule
- Monday through Friday; 8:00am through 5:00pm.
- 10% Travel.
- This position is grant funded, and the grant is expected to continue until 10/31/2027.
