Overview
The Data Analyst II assists in managing 22 asset inventories and requires staff to actively work with various subject matter experts to refine inventories, costs and treatments within the Agency of Transportation's (AOT) Vermont Asset Management Information System. Duties include updating budget figures and qa/qc the data inventories to identify trends to work towards improving both the quality and the accuracy of the treatments recommended.
Field work and training with various partners across the agency will be necessary to help identify data quality issues, provide inventory support, program support, identify trends in data and work to improve the quality of the data available. In addition, continuous improvement of the data, analysis and management practices will be part of the work. Interactions with both field-level staff, and other Agency partners will be required.
Required technical skills:
- Advance Data QA/QC skills with the ability to identify trends in data, manipulate and join data from a variety of inventory management systems.
- Data cleaning, validation and transformation.
- Data integration across a variety of systems.
- Field data collection and verification, knowledge of inspection and management practices for transportation assets.
- Familiarity of asset treatments and maintenance practices.
- Collaboration with field staff and subject matter experts.
- Technical writing and communication skills and the ability to present data and information at a variety of levels for technical documents, guidance materials, and verbal communication.
- GIS skills to support both field data collection and required mapping and visualizations.
- Ability to support users with GPS, phone, tablet and other survey tools.
- Advance Microsoft Power Platform including Power BI, Excel, MS Access and other data analysis and database tools.

Minimum Qualifications
Bachelor's degree or higher in engineering, statistics, data science, geographic information systems, computer science, or closely related field.
OR
Associates degree in engineering, statistics, data science, geographic information systems, computer science, or closely related field AND two (2) or more years of work experience including one (1) or more of the following areas: statistical analysis, policy analysis, data science, data analysis, geospatial analysis, quality management, project/program management, program, or policy development.
OR
High school diploma or equivalent and four (4) or more years of work experience INCLUDING one (1) or more of the following areas: performance management, statistical analysis, data science, data analysis, geospatial analysis, quality management, project/program management, program, or policy development.
