Mid Level Business Intelligence Developer Jobs

SCOPE OF WORK: The Power BI Developer will design, build, secure, and operationalize analytic solutions on Microsoft Power BI and Azure Synapse Analytics to deliver trusted, timely insights from the Department Enterprise Data Warehouse and related Department systems. The role spans semantic model design, report development, governance, performance optimization, and deployment lifecycle management, with strict adherence to Criminal Justice Information Services (CJIS), Health Insurance Portability and Accountability Act (HIPAA), and agency data-governance policies.

JOB DUTIES:

Report, Dashboard, and Semantic Model Development:

• Design star schema tabular models using Silver and Gold datasets, including facts, dimensions, hierarchies, and relationships aligned with business rules and audit requirements.
• Develop performant Data Analysis Expressions (DAX) measures, calculation logic, Key Performance Indicators (KPIs), and reusable measure templates to ensure consistent enterprise reporting standards.
• Build user-centric and accessible Power BI reports and dashboards using advanced capabilities such as drill-through, bookmarks, tooltips, and parameterized views for operational and leadership audiences.
• Implement Power Query/M transformations while following upstream data cleansing and lineage standards established by the Data Warehouse team.
• Support paginated reporting pipelines to meet regulatory requirements and operational printing needs.

Governance, Security, and Compliance:

• Implement Row Level Security (RLS) and Object Level Security (OLS) aligned with CJIS and HIPAA requirements, agency retention rules, and OIT governance standards.
• Document security access matrices and associated test coverage.
• Administer Power BI workspace roles and dataset permissions in alignment with Microsoft 365 Government Community Cloud (GCC) licensing for Power BI Pro and Premium.
• Collaborate with security and data governance teams to register datasets, lineage, and classifications using Microsoft Purview where applicable.
• Implement internal controls for audit logging, data refresh auditing, and change tracking in accordance with OIT and program compliance standards.

Performance Engineering and Reliability:

• Optimize dataset size, entity relationships, and measure logic using composite models, aggregations, and Incremental Refresh where appropriate.
• Monitor and continuously improve report rendering times and dataset refresh performance to meet defined Service Level Agreements (SLAs).
• Collaborate with the Data Warehouse team on processing decisions involving DirectQuery, Direct Lake, and Import modes.
• Support optimal capacity utilization and cost-efficient infrastructure management.

Deployment Lifecycle and DevOps:

• Use Power BI Deployment Pipelines and Azure DevOps for version control, Development and Production (DEV/PROD) environment promotion, approvals, and rollback strategies.
• Automate refresh schedules, Key Vault secrets, service principals, and Continuous Integration/Continuous Delivery (CI/CD) checks.
• Ensure deployment processes align with OIT change and incident management procedures.

Collaboration and Stakeholder Engagement:

• Collaborate with Data Owners, data stewards, analysts, the Project Management Office (PMO), and Information Security (InfoSec) teams to translate business use cases into governed analytics solutions.
• Participate in Data Owner and Governance meetings as scheduled.
• Provide coaching and knowledge transfer to Super Users and report developers within the Bureau of Research and Data and other stakeholder groups.

Documentation and Best Practices:

• Maintain model documentation, DAX catalogs, data dictionaries, lineage documentation, RLS/OLS matrices, refresh schedules, and Standard Operating Procedures (SOPs).
• Develop and publish workspace governance guides, report accessibility standards, and User Acceptance Testing (UAT) scripts aligned with OIT documentation frameworks.
• Contribute to the enterprise data catalog in Microsoft Purview.
• Maintain SharePoint knowledge bases with version-controlled artifacts linked to Correctional Information Management System (CIMS) datasets and interfaces.

REQUIRED QUALIFICATIONS:

• Minimum of five (5) years of experience in Business Intelligence (BI) or analytics, including three (3) years building enterprise-scale Power BI solutions.
• Expert-level Data Analysis Expressions (DAX) skills and strong Power Query/M skills, supported by extensive tabular modeling experience.
• Strong Structured Query Language (SQL) proficiency across complex datasets.
• Proven experience implementing Row Level Security (RLS), Object Level Security (OLS), workspace governance, and secure sharing protocols in highly regulated environments, including CJIS and HIPAA.
• Experience with Power BI Deployment Pipelines, Azure DevOps, and environment promotion within Government Community Cloud (GCC) tenants.
• Familiarity with Power BI Premium capacities and licensing considerations.
• Exceptional collaboration skills with the ability to effectively engage data engineers, data stewards, Project Management Office (PMO), Information Security (InfoSec), and business stakeholders across OIT and program teams.

PREFERRED QUALIFICATIONS:

• Expertise in Business Intelligence (BI) technologies and relevant certifications, such as Microsoft Certified: Power BI Data Analyst Associate (PL-300), Fabric Analytics Engineer Associate (DP-600), Azure Data Engineer Associate (DP-203), and Azure Fundamentals (AZ-900).
• Hands-on experience with Azure Synapse Analytics workloads, including Power BI integrations, Data Warehousing, Lakehouse architectures, and Synapse integration pathways.
• Practical experience with Microsoft Purview for automated enterprise data cataloging, classification, and lineage tracking.
• Experience with performance engineering at scale, including composite models, aggregations, Incremental Refresh (IR) policies, and formal data governance processes.

Education: A bachelor’s degree from an accredited college or university in Computer Science, Information Systems, or other related field is required. Alternatively, equivalent work experience can be substituted for the educational requirement on a year-for-year basis, when applicable.
