JOB DESCRIPTION:
Architect/Construct/Support centralized unclassified and classified environments cloud environments. One or more clouds will be used to capture and demonstrate research information. The information may contain: algorithms environments, data, as well as scoring and metrics infrastructure. Once developed and deployed, this environment will be populated with a container orchestration framework, application program interfaces (APIs) for data (types of data will vary but typically very large data sets), and supplemental access (if applicable), and a corpus of textual data by team members for use in evaluating software deliveries. This environment will also allow the for competitions, or trials, to be conducted across teams in a central environment with information managed and protected as appropriate.
In addition to the unclassified commercial cloud environment, a classified environment is also required to support classified data processing or testing against data with similar characteristics. The classified environment must mirror the unclassified environment with a secure construct to move deliveries across domains. Both unclassified and unclassified environments should ensure NARA’s RIM (Record Information Management) requirements are addressed.
You may work with different teams to develop and deploy data framework within the cloud environment. This includes defining of cloud requirements, developing architecture diagrams to support an approved Authority to Develop (ATD) determination, rolling out, delivering, and setting up the underlying cloud environment, and developing the final system design to support an approved Authority to Operate (ATO) determination. These tasks require close collaboration with the Customer’s IT Team, Cloud Solutions Engineers, and Customer’s Chief Information Officer (CIO) advocates to design and implement a secure architecture. This task also requires deployment of Open Source and cloud-managed services as risk mitigation for team activities.
You may also assist with the coordination, monitoring, communication, and integration of all technical aspects of several programs in different phases of their life cycle that includes:
- Attend meetings, workshops, conferences and testing events as a Subject Matter Expert
- Assist with the development of presentations such as Program Management Reviews
- Serve as a Liaison between Performers, Test & Evaluation contributors, Government and Transition partners
- Review, provide analysis, and make recommendations concerning technical reports, data and Performer approaches
- Select, establish, curate, and maintain collaborative communication, issue tracking, and configuration environments for use by the program
- Provide reach-back support for program related requirements for systems integration, design, development, modeling and simulation, data analytics and architecture design
- Examine data sources and literary sources for emerging technology related to the Program
- Provide technical support and expertise on new concepts beyond the Program but integral to the Program’s success
- BS in technical field with 5+ years' cloud experience.
- MUST HAVE CURRENT Top Secret / SCI with Full Scope Polygraph.
- Demonstrated cloud engineering experience plus AWS, Azure, or other cloud certifications.
- ATO certification experience.
- ATD certification experience.
- Cyber Security experience.
- CONOPS experience including costs and resource management.
- Masters' degree or PhD in degree in computer science or a related technical field
- Four (4) or more years of experience managing a multi-disciplinary research and development (R&D) or Test and Evaluation (T&E) team.
- One (1) or more year of experience as a Project Manager or Deputy Project Manager.
