In this role, you will deliver strategic capacity as an extension of a multidisciplinary team, translating complex challenges into actionable strategies through effective engagement approaches and facilitation.
This Business Consulting role is responsible for completing projects that include comprehensive assessments, analyses, development and implementation of transformation strategies and implementation plans for our client’s businesses. Project elements can include strategic planning, organizational development, comprehensive planning, policy and procedure development, business process mapping, evaluation and development, and change management efforts. This role focuses on overall project delivery, solving moderately complex problems, and providing guidance and training to less experienced colleagues. This position will make informed decisions within the practice area’s broad guidelines and policies.
Responsibilities
- Conduct targeted and/or comprehensive business assessments and development of implementation strategies and plans for our clients to enhance their operations and efficiency.
- Execute efforts to support Client’s development of comprehensive planning approaches and practices that connect strategic goals and objectives to implementation.
- Develop guidelines, processes, and procedures for client assigned functional areas to bolster operational efficiency and effectiveness.
- Execute organizational development and management services for clients to achieve organizational excellence.
- Identify potential risks to both BC and client organization, and ensure proper governance and policy development.
- Flexibility to adapt and execute various additional assignments based on evolving needs.

- Conduct targeted and/or comprehensive organizational and business assessments and develop actionable implementation strategies and roadmaps, including identification of risks, opportunities, and decision points to enhance operations, alignment, and program effectiveness.
- Support organizational effectiveness, governance alignment, and change readiness in environments requiring sustained community trust and extensive cross-agency coordination.
- Execute stakeholder engagement and communications planning, including development of communication materials, support to internal task leads for task‑specific engagement, and mapping of program‑level engagement processes.
- Provide strategic advisory support on engagement and communications approaches to ensure alignment with broader organizational initiatives, recovery goals, governance frameworks, and policy priorities.
- Facilitate in-person and/or virtual stakeholder workshops across a diverse array of project, program, or other engagement needs to elicit input, foster alignment, and achieve desired engagement outcomes.
- Advise on the selection and use of engagement tools and channels to support integration with existing or future organizational systems and alignment with program-level engagement processes.
- Coordinate with multidisciplinary teams and manage subconsultants to ensure alignment with project objectives, delivery expectations, and quality standards, while translating complex technical concepts into clear, understandable information for diverse audiences.

- May provide mentorship, guidance, support, and knowledge-sharing to help less experienced team members develop their skills and grow within their roles.
- Manage and coordinate consultant teams while guiding clients through informed decision-making and providing strategic advisory support to program leadership.

Experience
Typically, a minimum of 5 years of experience in a related role. Experience in analyzing organizational and business needs, organizational development, and change management. Typically certified in the SMS Framework, and progressing through the SMS competencies.
PREFERRED EXPERIENCE
Experience working with public sector governance is an asset. Preference given to experience specifically related to water, wastewater, and/or stormwater sector in Hawaii.
Education
A relevant degree or equivalent experience in business administration, management, communications or a related field.

SALARY RANGE: The anticipated starting pay range for this position is based on the employee’s primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.
Location B: $104,000 - $142,000
