We have an exciting opportunity for our next Minnesota Market Leader with a demonstrated background in business development, client relations, and delivery of municipal water, wastewater and stormwater engineering projects, and a history of successfully leading professionals, to join our team. This position will be based in our Saint Paul, MN office and will serve as a key leadership team member in continuing to grow our business in the Midwest. In this capacity, you will have responsibilities that include overseeing the administration of employees, sales, client development, client relationship management, professional engineering services proposal writing and contract scope, schedule and price preparation, and client service team leadership.
The person in this position will work closely with the Midwest Area Leader, and other team members to help lead the development and execution of the local business plan and lead sales and business operations for the office(s). Responsibilities include client portfolio management, initiative management, project delivery oversight, and/or total labor management within the Business. You will demonstrate the ability to lead BC employees and work collaboratively with other leaders in the best interest of our Company. You will also foster the BC Experience for all employees in the office, and for the clients and business partners in the markets in which you engage, by modeling behavior that reflects BC values.
The Market Leader provides strategic oversight of staffing and client portfolios through management of resources to drive revenue, delivery and growth goals within the designated market. The role operates with passion and integrity, driving innovation and collaboration across teams. This position will spearhead strategic market planning, identify emerging opportunities, lead high-impact pursuits using BC’s Plan to Win strategy, and support employee engagement and resource balancing to meet project delivery and growth objectives. Additionally, this role will play a key part in revenue growth, client development, and enterprise-wide alignment to meet business goals. Strategic decision-making, budgeting, and cross-functional leadership are essential to ensure sustained success and client satisfaction throughout the project lifecycle.
Responsibilities
- Lead growth of our business by meeting the demands of evolving the market, balancing company resources for growth and delivery, and improving development and career advancement opportunities for our employees.
- Optimize organizational health by focusing on hiring, developing, retaining, engaging and allocating talent.
- Collaborate with Area Directors to manage operations including staffing levels, overhead allocation strategies, constantly improving operational metrics, strategic and business planning and process improvements.
- Build and sustain strong, deep and sincere relationships with clients – ensuring they continue to make BC their company of choice.
- Operate with passion, collaboration, and optimism by inspiring others, chasing after continuous improvement and innovation, demonstrating good judgement, ethical decision making, and delivering high-impact results.

- Lead the development and implementation of a market sector strategic business/action plan by identifying market drivers, market trends, and client needs. Play a critical role in identifying and developing new opportunities, prepare effective technical proposals, and take an active leadership role in developing profitable business with new and existing clients.
- Drive market sales to meet total year-over-year goals.
- Lead identification and development of key clients. Serves as the CSM for select key clients. Supports other CSMs in advancing client relationships, converting opportunities into revenue using BC’s proven Plan To Win capture strategy, and encouraging technical practice diversification.
- Make new client Go-No Go (GNG) decisions based on financial stability and market sector strategy.
- Participate in final pursuit GNG decisions. Support select pursuits through client relationship development and/or through development of strategy by participation in pursuit activities.
- Develop and expand client relationships that generates repeat business for the lifecycle of the project and inclusive of all services provided by BC.
- Drive change and business decisions across the area and organization.
- Drive development and delivery of the market or area business plan by collaborating with the Area, Growth, Project Delivery and BU leadership including in support of planned/forecasted goals for total revenue, net revenue, total direct labor (DL; import + source) and indirect labor (IDL).
- Participate in strategic business planning processes and construction of bottoms up annual budgeting.
- Support enterprise group collaboration to bring the right resources to bear on client projects.
- Network with other market Leaders across BC to ensure alignment and collaboration to drive to organizational success.
- Lead, develop, and coach a high-performing team by setting clear expectations, providing feedback, and fostering a culture of engagement, growth, and accountability.
- Oversee workload planning, performance management, and team operations to align resources with business objectives while ensuring compliance with company policies and regulations.

- Experienced in annual business planning, strategy development, and implementation.

- Experience within the Water / Wastewater Industry is strongly preferred.
Education
- Bachelor’s degree in engineering, Business or Construction Management, Science, or equivalent experience required.
Salary Range: The anticipated starting pay range for this position is based on the employee’s primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.
Location A: $159,000 - $238,000
