Job description: Senior Acquisition Project Manager
Constellation is seeking a senior Acquisition Project Manager to conduct acquisition program related analysis, managing documentation, and support the preparation for milestone reviews and strategic planning and program execution. This role manages complex taskings, deliverables, and escalations while coordinating project direction across teams. The ideal candidate will balance rigorous project management standards with the specific delivery and quality requirements of a federal contracting environment.
Key Responsibilities
- Deliver acquisition expertise to senior and executive customers by developing acquisition plans, contributing to Acquisition Decision Events (ADEs), and Acquisition Review Board (ARBs) and other acquisition documents.
- Project Planning & Execution: Lead the full project lifecycle, from initial planning through final execution. Define project priorities, maintain comprehensive schedules, and ensure all workflows and milestones are achieved on time.
- Operations Management: Support the Senior Program Manager in managing operations as assigned, managing performance, and ensuring project deliverables meet quality, time, budget constraints, and contractual requirements.
- Stakeholder Engagement & Management: Engage with stakeholders and cross functional partners to identify issues, mitigate risks, and drive resolution of complex project challenges.
- Staffing & Onboarding Support: review resumes for technical alignment, process and quality control check all required forms, and executing an onboarding SOP.
- Program Reporting & Metrics: Maintain accountability for transparent reporting on project progress, resource management, and risk mitigation to government client leadership and applicable external stakeholders.
- Continuous Improvement: Proactively refine internal methodologies and project management frameworks to streamline execution and ensure scalable delivery across multiple workstreams.
The ideal candidate must have the following experience, background, and credentials:
- 8+ years of program or project management experience.
- Bachelor’s or Master’s Degree in degree in Business or another relevant field.
- Has previous experience supporting DHS or other agencies’ acquisition lifecycle and program(s).
- Demonstrated ability to lead cross-functional teams and manage multiple priorities.
- Excellent communication, business development and stakeholder management skills.
- Experience using project management tools (MS Excel, MS Project, JIRA, etc.).
- Ability to work collaboratively in a cross functional environment.
- Be a U.S. citizen able to pass a background investigation by the client agency. DHS clearance with CBP/ICE, or DoD Top-Secret preferred.
Preferred Skills:
- Understanding of DHS Acquisition Management Directive-AD 102-01 and/or DoD Directive 5000.01 and DoD Instruction 5000.02.
- Experience with Business Development.
- PMP or Agile certification (e.g., Scrum Master).
