Construction Project Manager

Position Type: Exempt, non-union position.

The Construction Project Manager leads the development of LIHI's Tiny House Villages and other capital improvement projects throughout the Puget Sound region. This position is responsible for managing the full development lifecycle, from site feasibility, budgeting, design, and permitting through construction and occupancy. The

Construction Project Manager supervises members of the construction team and coordinates with contractors, consultants, municipal agencies, and volunteers to deliver projects on schedule and within budget. The ideal candidate is an organized and proactive manager who can manage multiple projects simultaneously, navigate complex development and construction issues, and build effective relationships with a wide range of stakeholders.

Responsibilities:

Tiny House Village Development

• Lead the development of Tiny House Villages from initial site feasibility through design, permitting, and readiness for construction.

• Perform site due diligence, including zoning, permitting, utilities, site constraints, environmental considerations, and preliminary development costs.

• Work with architects, civil engineers, contractors, and consultants to develop site layouts, construction documents, and project scopes.

• Coordinate with municipal partners, permitting agencies, utilities, and other governmental entities throughout the permitting and construction processes.

• Identify development risks, constraints, and opportunities and develop strategies to address them.

• Collaborate with community partners such as schools, trade schools, and service organizations that want to contribute to new Tiny House Village development.

Construction Management

• Supervise and manage construction team members and independent contractors as assigned.

• Coordinate construction activities from mobilization through completion, ensuring projects meet approved scope, schedule, budget, and quality expectations.
• Establish project priorities, assign responsibilities, and monitor progress across multiple active projects.
• Coordinate inspections, permitting requirements, utility connections, site logistics, and other construction activities.
• Monitor contractor performance and address construction issues, delays, and deficiencies as they arise.
• Coordinate punch-list completion, final inspections, project closeout, and turnover to LIHI operations and maintenance.

• Promote a collaborative, accountable, and solutions-oriented team culture.

Project Management

• Manage multiple projects simultaneously, balancing competing schedules, budgets, priorities, and organizational needs.

• Develop and maintain project schedules from early feasibility through construction completion and occupancy.

• Establish project milestones, track action items, and follow up with team members, consultants, contractors, and other project partners to maintain progress.

• Maintain organized project documentation, including project plans, schedules, meeting notes, permits, contracts, change orders, and other project records.

• Interface with LIHI's volunteer program to effectively incorporate community volunteers into appropriate construction and site-development activities.

• Coordinate with LIHI's HR department and available resources to create and update policies to ensure site safety at build sites including OSHA standards and standard construction safety practices for staff, contractors, and volunteers.

Budget & Contract Management

• Develop and maintain construction budget estimates for Tiny House Villages and capital improvements.

• Track expenditures throughout the project lifecycle and identify variances or potential overruns early.

• Develop scopes of work, solicit and evaluate contractor bids, coordinate procurement, and support contractor selection and contracting.

• Review contractor invoices, change orders, and other project costs for accuracy and consistency with approved scopes and contracts.

• Work with LIHI's accounting department to ensure accurate project billing, payments, and contract fulfillment.

Stakeholder & Community Relations

• Represent LIHI at project meetings with municipalities, utilities, contractors, consultants, community organizations, and other external stakeholders.

• Build and maintain productive relationships with public agencies, community partners, contractors, and other stakeholders.
• Communicate project status, milestones, challenges, and opportunities clearly and professionally to internal and external stakeholders.
• Communicate clearly and professionally when navigating competing interests, project challenges, and sensitive community issues.

• Answer questions and inquiries about LIHI’s Tiny House Village, housing and shelter development programs

General:

• Engage with assigned training and comply with training deadlines

• Utilize PPE Equipment and follow PPE protocols

• Other job duties as assigned

Minimum Qualifications:

• Bachelor's degree in construction management, engineering, architecture, real estate development, or a related field.

• 5+ years of progressively responsible experience in construction, project management, real estate development, or a related field.

• Demonstrated experience managing construction or development projects from planning through completion.

• Experience developing and managing project budgets, schedules, scopes of work, contracts, and consultant/contractor relationships.

• Experience coordinating architects, engineers, contractors, subcontractors, municipal agencies, utilities, and other project stakeholders.

• Experience obtaining and evaluating contractor bids and managing contractor performance.

• Experience supervising staff and/or coordinating project teams, including setting priorities, delegating work, providing feedback, and holding team members accountable.

• Strong written and verbal communication skills and demonstrated ability to build effective working relationships with staff, contractors, government agencies, community partners, volunteers, and the public.

• Strong organizational and time-management skills, with the ability to manage multiple projects and competing priorities independently.

• Ability to effectively supervise staff, interns and volunteers, and to work with

• confidential, sensitive information (physical, electronic, and verbal) and maintain

• confidentiality.

• Ability to work in a fast-paced, fairly independent and autonomous work

• environment. Must be a self-starter, highly organized, able to prioritize, multi-task,

• meet deadlines, and follow-up.

• Must possess a strong sense of ethics, professional boundaries, and an inviting

• demeanor. Respect for homeless people, diplomacy/tact, and an optimistic

• approach are essential. The person in this position must be able to tolerate and

• welcome differences of opinion and have an appreciation for diversity.

Preferred Qualifications:

• Experience with affordable housing, shelters, non-profit, public-sector, or community development

• Proficiency with Microsoft Office and Excel; experience with construction/project management software, scheduling tools, or estimating software.

Other Requirements:

• Must pass background checks and drug screening.

• Must pass motor vehicle/driving record checks.

• Must have a valid Washington State driver’s license and driver liability insurance.

• Must have regular access to a reliable vehicle and be able to travel between multiple project sites throughout the Puget Sound Region. Mileage is provided for travel between sites during shift.
