Preferred Environmental Services, a full service NYC& NYS Certified Women-Owned Business Enterprise (WBE) located in Albany, NY has an opening for the following positions (to be onsite - location - upstate NY - between Albany and Utica NY ):
An experienced Environmental Health and Safety (EHS) Professional for managing, oversight, enforcement and compliance on environmental and construction projects in upstate NY.
Responsibilities will include but not be limited to:
- Oversight, management and enforcement of environmental and safety related construction projects.
- Worker safety air monitoring
- Community air monitoring using state of the art equipment and telemetry
- Environmental duties including but are not limited to:
- Spill prevention and accidental release prevention
- Wastewater management
- Excavated soil management. Hazardous and nonhazardous waste management. Lead, Asbestos, Mercury, PCB, Chemicals, etc. identification, abatement and disposal. DOT waste management. Assist with manifest/bill of lading preparation for all waste shipments. Development and Review of Job Safety Analysis (JSA)
- Review and approve construction workers Personnel Protection Equipment (PPE). Review and evaluate contractor safety records and job performance
- Respiratory protection requirements
- HazCom, confined space, fall protection, electrical safety, 1ock-out-tag-out (LOTO)procedures
- Adherence to Contractor's Health and Safety Plans (HASP)
- Coordinate and obtain Site Operations approval of the Work Clearance Process. Construction safety audits
- Employee exposure prevention (JH)
- Hazard migration prevention
- Coordinate with Project and Construction Engineers and Inspectors as necessary to keep work schedule flowing while maintaining EH&S compliance.
- Coordinate and direct specialty contractors as necessary.
- Provide EHS reporting as necessary and daily reports of all project inspections.
- Assist with contractor safety briefings (Safety Tool Box Talks) as required.
- Assist in developing procedures necessary, serve as a construction inspector and work clearance holder as needed.
- Participate as directed with Root-cause accident/incident investigations, such as fatality investigations, fire or sprinkler accidents, battery 01' electrical system failures, hazardous materials spills, etc.
- Ensure construction contractors wok crew and project oversight personnel are familiar with approved Emergency Response and Evacuation Plans.
- Ensure contactors work activities are in accordance with Site operations Station Orders.
- Professional must have a cell phone capable of receiving email, a portable computer and wireless network card and be able to communicate seamlessly with the Authority from remote sites and at all times.
- Consultant must have a reliable vehicle to be able to travel to each job site and facility

1. Bachelor's degree (Environmental Management or Studies, Safety, Industrial Hygiene, Biology, Chemistry, Ecology and Engineering) level is a minimum or experience substitute.
2. Advanced degree is desirable.
3. Significant (minimum 2+ years) experience in relevant EHS disciplines (i.e. air monitoring, CAMP, air, water, hazardous materials, industrial waste, reporting, etc.).
4. Knowledge of New York State and federal environmental regulations and agencies is expected.
5. Ability to communicate (written & oral) with various levels of management and contract positions regarding issues affecting environment, safety, health, and fire protection aspects of the work environment.
6. Excellent interpersonal and communication skills (written and verbal) with the ability to draft Environmental Health & Safety Policy and Procedures as needed as well as presentations for management and employees.
7. Strong computer skills.
8. Possess the managerial skills necessary to effectively administer associated programs and allow for sufficient field and administrative activities.
9. The majority of the following credentials are essential and will be considered in the evaluation process. Candidate must have and provide current certifications and training:
SST 8 hr Supevisor Certification
OSHA 30 Hour Certification
OSHA 40 Hour HAZWOPER and 8 hr refresher
Annual training, Physical and fit test that meets the requirements of 1910.134 and appendixes for Respiratory Protection
Understanding of Federal, NYS and Site requirements.
First Aid/CPR Trained Certification
10. Working knowledge of organizations including but not limited to OSHA (Occupational Safety & Health Administration),DOSH (Department of Occupational Safety & Health), NFPA (National Fire Protection association), NIOSH (National Institute/Occupational Safety & Health), and NSC (National Safety Council), DOT (Department of Transportation), etc.
