Location: Fully remote. Candidates may work from any location.
Overview:
Seeking three (3) qualified candidates for the position of Business Analyst. This role will support five interrelated initiatives designed to build rural health infrastructure and provide sustainable, long-term improvements. This plan directly supports Kentucky’s rural counties while advancing statewide impact through innovation, technology-enabled care, and strengthened workforce recruitment pipelines for both clinical and non-clinical staff. These positions are responsible for providing Business Analyst support throughout the lifecycle of the project.
Primary Responsibilities Include (but are not limited to):
These BAs will be members of a team who will be responsible for:
- Working with the project team, business partners, and system vendor to gather and finalize business requirements. This includes gathering information on existing business processes as well as analyzing those processes and suggesting improvements and optimal system design to meet business needs.
- Creating Gap analysis studies and ensuring gaps are flagged and addressed.
- Actively participating in Joint Application Design (JAD) sessions for new systems and new functionality within existing systems.
- Reviewing design documentation drafted by the system vendor for thoroughness and completeness (e.g. ensure there are no gaps in the design and that the design meets business partner’s requirements).
- Drafting test plans and test scenarios for the RHT project. As well as participating in the system testing.
- Monitoring and following up on Risks, Action Items, and Decision (RAID) items for the project.
- Reporting on project status regularly to Office of Application Technology Services (OATS) management.
- Collaborating with RHT staff and leaders, CHFS business and technology leads, and Cabinet Leadership.
Required Qualifications:
The candidates must have either prior experience in providing business analysis on a large-scale IT system.
- Bachelor's degree, or equivalent combination of recent, relevant work experience.
- 3+ years working in a Business Analyst position.
- Experience defining business problems, gathering and documenting requirements, determining business solutions and verifying solutions meet requirements.
- Ability to handle a heavy workload with general direction.
- Must be self-motivated and able to work independently and in conjunction with team members.
- Possess strong written and verbal communication skills.
- Proficient problem-solving skills.
- Must be adaptable to change in a fast-paced environment.
- Strong understanding of SDLC methodology.
- Relationship management and facilitation skills.
- Strong decision-making ability.
- Must be detail oriented.
- Maintain confidentiality and exercising discretion is essential.
Preferred Qualifications:
- Prior process improvement experience.
- Experience with healthcare research, healthcare planning, and healthcare financial management.
- Experience with healthcare policy interpretation, development, and implementation.
- Prior experience supporting the Commonwealth of Kentucky or other State Government agencies.
- Prior experience supporting public health or healthcare information systems.
