Align your credentials with U.S. licensure expectations
Many host employers require proof that your degree-level counseling training is equivalent to a U.S. master's program. Get a credential evaluation from a NACES-recognized service before applying, so hiring managers can assess your eligibility quickly.
Identify host employers through J-1 training plan requirements
Behavioral health facilities that have hosted J-1 Trainees before already have approved training plan templates on file. Target community mental health centers, federally qualified health centers, and VA-affiliated programs, which have established J-1 host agreements.
Search verified J-1 roles on Migrate Mate
Filter by behavioral health and counseling roles on Migrate Mate to find U.S. employers already set up to host J-1 exchange visitors, saving you from pursuing positions at organizations with no DS-2019 infrastructure in place.
Confirm the two-year home residency requirement upfront
If your J-1 program is funded by your home government or you trained in a field on the Exchange Visitor Skills List, the two-year home residency requirement may apply. Verify your situation with your designated sponsor before accepting any offer.
Ask employers for a signed training or placement agreement early
Your designated sponsor cannot issue the DS-2019 without a completed training plan signed by the host employer. Request the draft agreement during the offer stage, not after, to avoid delays that push back your program start date.
Document supervised hours to satisfy both J-1 and licensure boards
Many state behavioral health licensing boards require a set number of supervised clinical hours. Structure your J-1 training plan to count those hours simultaneously, so your exchange program advances your licensure timeline rather than running parallel to it.

Find Behavioral Health Counselor JobsBehavioral Health Counselor J-1 Visa: Frequently Asked Questions
Which J-1 program category applies to behavioral health counselors?
It depends on where you are in your career. If you're a current student or recent graduate completing a supervised practicum, the Intern category fits. If you've already earned your counseling degree and are seeking post-degree professional development in a U.S. clinical setting, the Trainee category is the correct classification. Researchers studying behavioral health interventions may qualify under the Research Scholar category instead.
Who actually sponsors the J-1 visa for a behavioral health counselor position?
The visa sponsor is a U.S. Department of State-designated organization, such as Cultural Vistas or CIEE, not the hospital or clinic where you'll work. The employing organization is your host. The designated sponsor issues your DS-2019, reviews your training plan, and monitors your program compliance throughout your stay. Your host employer cannot issue the DS-2019 on their own authority.
How do I find behavioral health employers that are set up to host J-1 exchange visitors?
Most standard job boards don't filter by J-1 host status, so you can spend weeks applying to employers who have no DS-2019 infrastructure. Migrate Mate lets you search specifically for roles at organizations already aligned with J-1 sponsorship, which narrows your search to employers who understand the host-sponsor structure and training plan requirements.
Does the two-year home residency requirement affect behavioral health counselors?
It can. If your J-1 program is financed by your home country's government, or if behavioral health counseling appears on your country's Exchange Visitor Skills List, the two-year home residency requirement applies at the end of your program. This bars you from adjusting status or changing to most other visa categories inside the U.S. until you return home for two years, unless you qualify for a waiver.
What should a J-1 training plan include for a behavioral health counselor role?
Your training plan, typically a DS-7002 form, must outline specific clinical competencies you'll develop, the supervision structure, evaluation intervals, and how the training advances your professional goals beyond what's available in your home country. Vague objectives like 'gain counseling experience' are routinely rejected. Your designated sponsor will review the plan before issuing the DS-2019, so coordinate the details with your host employer before the sponsor submission deadline.
