Job Description
Alabama State University, Office of Technology Services, invites applications for an IT Business Operations & Compliance Manager, this position serves as an operational leader within the Office of Technology Services (OTS) and is responsible for establishing operational discipline across IT project management, vendor contract governance, financial oversight, and regulatory compliance. The position ensures that all technology initiatives are delivered on time and within scope, vendor agreements protect institutional interests, departmental budgets are strategically managed, and OTS adheres to all applicable institutional, state, and federal compliance requirements. This role requires strong project governance expertise, financial acumen, contract analysis capability, and a working knowledge of higher education regulatory frameworks.
Duties and Responsibilities:
- Serve as the department’s project management authority, ensuring all OTS initiatives are documented, tracked, and delivered on schedule.
- Utilize monday.com as the official project management system to record, manage, monitor, and report on all active projects.
- Develop and enforce standardized project documentation, including: Project charters, Scope statements, Work breakdown structures, Risk logs, Stakeholder matrices, Timeline, and milestone tracking.
- Monitor vendor deliverables to ensure alignment with contract terms and approved project scope.
- Provide executive-level dashboards and status reporting to OTS leadership.
- Identify schedule risks and implement corrective action plans to maintain on-time delivery.
- Establish operational workflows that promote accountability and cross-functional coordination.
- Maintain a comprehensive understanding of the OTS departmental budget, including operating and capital expenditures.
- Monitor current spending against budget allocations and provide variance analysis.
- Track vendor payments, purchase orders, and contract financial obligations.
- Develop multi-year financial forecasts aligned with technology roadmaps and institutional strategy.
- Lead annual budget development for OTS, including: Cost projections, Contract renewals, Technology lifecycle replacements, and Strategic initiative funding.
- Collaborate with Finance to ensure fiscal compliance and responsible resource allocation.
- Review, analyze, and negotiate IT vendor contracts, Statements of Work (SOWs), amendments, and service agreements.
- Evaluate contracts with a paralegal-level attention to detail to ensure: Proper indemnification language, Data protection, security, and confidentiality clauses, Service-level agreements (SLAs), Termination and renewal protections, Liability limitations, and Regulatory compliance provisions.
- Ensure contract language adequately protects the University and holds vendors accountable for performance.
- Coordinate with Legal Affairs and Procurement to resolve contractual discrepancies.
- Maintain a centralized contract repository and renewal tracking system.
- Monitor vendor performance relative to contractual commitments.
- Ensure OTS adherence to all applicable internal policies and external regulatory requirements.
- Monitor compliance with higher education and technology regulations, including but not limited to: FERPA, GDPR, HIPAA, PCI-DSS, CMMC, State procurement regulations.
- Develop and maintain compliance checklists for technology implementations and vendor engagements.
- Partner with Legal and Information Security to mitigate institutional exposure.
- Support audit preparation and documentation for internal and external reviews.
- Identify grant opportunities aligned with OTS strategic initiatives.
- Assist in development of grant budgets and technology implementation plans.
- Monitor grant compliance, reporting requirements, and fund utilization.
Minimum Qualifications
Bachelor’s degree in Information Technology, Business Administration, Public Administration, Legal Studies, Finance, or related field, 3–5 years of experience in IT operations, contract review, project management, or financial administration, demonstrated experience using monday.com or comparable enterprise project management platforms, strong budgeting and financial forecasting experience, proven ability to review and negotiate contracts with attention to legal and compliance protections, have working knowledge of federal and state regulatory requirements affecting higher education IT, excellent analytical, organizational, and written communication skills, and have the ability to manage multiple concurrent initiatives with high accuracy and accountability.
