Description
Eligibility Policy Outreach Specialist (HCPS/AHSO)
The Legislature has also approved a 2% general wage increase for all state employees, effective July 1, 2026.
This recruitment will be used to fill multiple positions.
The primary function of this position is to educate community and business partners on Apple Health (Medicaid) eligibility. This program specialist facilitates meetings and webinars, coordinates training efforts, and develops training materials. The ideal candidate will be, or become familiar with, the ins and outs of Apple Health eligibility and will be confident presenting this material in front of internal and external partners. About the division:
The Apple Health Services and Operations (AHSO) division works across HCA and in partnership with the health care community at local, state and federal levels to develop and manage high quality and evidence-based health care programs and purchase services that enhance Washington State residents’ ability to access appropriate, quality health care.
Within AHSO, the Eligibility Policy Innovation and Community Support (EPICS) section consists of staff who advise external stakeholders in community-based health organizations on behalf of the agency and evaluate and analyze federal statutes and regulations. EPICS staff formulate state policy for Apple Health eligibility and participate in long range strategic planning for Apple Health eligibility policy and service delivery while being responsive to short-term objectives that have significant impact for almost 2 million residents of the state of Washington who are eligible for Apple Health and who need these programs in order to receive affordable medical services.
About the position:
This position is a policy specialist responsible for Apple Health program eligibility compliance and provides the development of eligibility policy, outreach, and training; provides consultation and technical assistance regarding Apple Health eligibility policy to the community, business partners, advocates, and staff; and provides training, outreach and assistance during event coordination.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.
Duties
Some of what you will do:
- Lead the development and coordination of eligibility policy outreach and training materials.
- Develop and execute communication plans to inform of new and changing eligibility policy initiatives.
- Lead and coordinate the development, planning, and execution of eligibility policy webinars.
- Develop and assist in executing compliance outreach and education campaigns.
- Coordinate and maintain updates to the Apple Health Eligibility Manual.
- Lead the compliance coordination, review, and maintenance of the eligibility external webpage.
- Maintain the library of eligibility policy training, outreach, and publications.
- Lead and coordinate the compliance review of the annual cycle Apple Health application updates.
- Review all eligibility policy materials to ensure consistency and compliance.
- Provide consultative and technical assistance to subject matter experts across the section and eligibility business areas.
- Review, coordinate, and respond to internal and external eligibility policy inquiries.
Qualifications
Required qualifications:
Qualifying candidates will meet one of the following criteria options:
Option 1:
- Master’s degree with a major study in health, social science, public administration, education, or closely related field and
- Two (2) years of consultative or supervisory experience in health services, social services or Medicaid programs.
Option 2:
- Bachelor’s degree with a major study in health, social science, public administration, education, or closely related field and
- Four (4) years of consultative or supervisory experience in health services, social services or Medicaid programs.
Option 3:
- Associate degree with a major study in health, social science, public administration, education, or closely related field and
- Six (6) years of consultative or supervisory experience in health services, social services or Medicaid programs.
Option 4:
- Eight (8) years of consultative or supervisory experience in health services, social services or Medicaid programs.
Option 5:
- One year as a Health Care Program Consultant in state government supervising or providing consultative experience in health services, social services, or Medicaid programs.
Required competencies:
- The ability to take action to learn and grow.

- Knowledgeable in all statewide Apple Health eligibility policy includes staying up to date on changing policy initiatives to inform outreach changes.
- Utilize human centered design principles.
Preferred qualifications:
Professional experience:
- Collaborating with external and internal partners to accomplish projects.
- Coordinating, and/or leading small and large groups, creating a cooperative and productive environment in which to resolve problems and implement plans.
- Facilitating and representing your team or organization in meetings.
- Intermediate or better skills with Microsoft Excel and PowerPoint.
- Working in health care or health services settings.
- Working with Medicaid policies.
- Comfortable collaborating with cross functional teams and external agencies and stakeholders.
- High degree of computer literacy including experience with Windows, Word, Excel, Outlook, web-based applications, and other technologies that can be used to further carry the program’s mission.
- Self-directed personality with strong analytical and problem-solving skills.
- Ability to understand best practices for communicating visual information.
- Solid independent judgement and self-motivation.
- Organized and resourceful with the ability to complete tasks and projects efficiently.
- Ability to identify problems and develop solutions, prioritize workload, manage deadlines, and organizes workflow and multi-tasks in a smart and timely fashion.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Dependent care assistance allows the employee to save pre-tax dollars for a child or elder care expenses.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
