Position Overview

The Shore End and Terrestrial Project Engineer is responsible for the planning, immigration/work permits/VISA’s, procurement, tracking, logistics to ensure the worldwide Shore Ends installation program has the tools needed for success. Reporting to the Senior Manager – Shore Ends & Terrestrial Cable Installation. This position is an integral part of SubCom’ s Marine Services department.

Activities include planning, logistics, tracking milestones, and purchasing in support of shore end installations and burial, pre-laid shore end cable vessel loading, near shore route clearance, post lay inspection burial operations, terrestrial cable installation, HDD operations, cable splicing, ocean ground bed installation, and related documentation for all activities.

Responsibilities

• The position is expected to oversee logistics as well as supervise planning activities associated with the installation and construction of submarine cable systems and associated land cable routes.
• Activities this position is responsible for include the planning and implementation for Shore End Installations, drafting and submitting purchase order requisitions, receipting for items, correlating receipted items with Bills of Materials (BOMs), planning and projecting dates when items need to ship, verifying the accuracy of materials invoices, timelines to obtain personnel travel Visa’s and work permits, ensuring that tools make it back to the Depot, and other tasks as directed.
• Interfaces with most operational groups within SubCom, Finance, Project Management and Coordination, Environmental Health and Safety, R&D, Cable Factory, Maintenance, Cable Ships, Cable Depots, Procurement, Contracting, Marine Logistics, and External Contractors and Suppliers.
• Track field work travel dates, liaise with internal and contracted Visa Specialists, and ensure field personnel get appropriate instructions and submit for Visa’s/work permits on appropriate deadlines.
• The Shore End Ops Engineer must have excellent communication skills and effectively work with technical and non-technical teams.
• Frequent internal customer interface. The Shore End Ops Engineer will need to favorably shape a stakeholder’s opinion of the Shore Ends Group. As such, the Shore End Ops Engineer must be very adept at personally interacting with our internal customers in a very positive and non-confrontational manner.
• Possible foreign and domestic travel including extended assignments at Shore End Depot and Office sites may be required. While travel will be based on business needs, the Shore End Ops Engineer will be expected to travel 5-10% of the time.
• Functions independently with minimal guidance in performing complex planning and logistical work.

Qualifications

• Excellent organizational skills, attention to details, and ability to multi-task.
• Excellent written and oral communication skills are a must, due to the high degree of stakeholder interaction required.
• Take ownership and maintain shared database of project tracking information including critical milestones and “need-by” dates for actions.
• Critical thinking aptitude (problem solving and identifying areas for improvement)
• Knowledge of budgeting and budget forecasting/management.
• 2-5 years prior experience desired.
• Knowledge of Environmental Health and Safety (EHS) regulations and adherence.
• Ability to produce written documentation including purchase order requests, plans, work instructions, status reports, etc., is a critical aspect of the position.
• Ability to work under pressured deadlines while remaining positive and flexible. Must possess a positive, “can do” attitude, strong work ethic, and have a continuous improvement attitude.
• A high level of PC proficiency is also a key requirement. Must be able to effectively use the Microsoft Office software line, such as Excel, Word, PowerPoint, Project, and Outlook and produce diagrams and various digital presentation type documentation.
• Review own and others planning and performance, trend metrics, identify problems and propose solutions.
• Excel and MS Project experience is highly preferred.
• Ability to work well in group / collaborative settings.
• Experience with Math & Statistics, Computer Operations
• BS degree in Business, Logistics, Engineering or Construction Management is desired.
• Other degrees, telecommunications, outside plant, and construction planning, business, engineering and installation experience would also be considered.
• 10-20% domestic travel.
