The ideal candidate will have specific control cabinet design, electrical/conduit layouts and site time experience.
- Develop and maintain P&IDs (Piping & Instrumentation Diagrams) in accordance with ISA 5.1 standards for all SCADA-integrated process areas including primary, secondary, and tertiary treatment.
- Produce electrical one-line diagrams, panel layouts, and conduit/cable routing drawings for SCADA panels, field instrumentation, and communication infrastructure.
- Create and update instrument loop drawings, junction box schedules, and field device location plans.
- Draft control room layout drawings, operator workstation configurations, and server room/network room equipment arrangements.
- Manage and maintain the drawing register and CAD standards in compliance with NYC DEP BWT documentation requirements.
- Perform drawing markups, revision control, and as-built updates throughout construction and commissioning phases.
- Coordinate with civil/structural, mechanical, and electrical engineering teams to integrate CAD deliverables into overall project drawing sets.
- Develop detailed SCADA network architecture diagrams including OT/IT network topology, firewall zones, DMZ layouts, and communication pathways using Microsoft Visio.
- Create HMI screen layout wireframes and navigation flow diagrams to support SCADA system design and client review sessions.
- Produce functional block diagrams for PLC/RTU I/O, control loops, and inter-system communications (OPC-UA, DNP3, Modbus, Ethernet/IP).
- Develop system integration diagrams showing interfaces between SCADA, historian, MES, asset management, and laboratory information systems.
- Maintain and update Visio deliverables through all project phases from Preliminary Design through Commissioning and Closeout.
- Support cybersecurity assessments by producing network segmentation and zone/conduit diagrams aligned with IEC 62443 or NIST SP 800-82 frameworks.
- Collaborate with SCADA engineers to develop and maintain SCADA design documentation including I/O lists, tag databases, alarm philosophies, and control narratives.
- Support FAT (Factory Acceptance Testing) and SAT (Site Acceptance Testing) by preparing test drawing packages and red-line markups.
- Assist in the development of operator training materials and O&M manual graphics.
- Ensure all SCADA-related drawings and diagrams are version-controlled and archived in the project document management system (e.g., Aconex, SharePoint, or NYC DEP EDMS).
- Associate's or Bachelor's degree in Engineering Technology, Drafting & Design Technology, Electrical/Mechanical Engineering, or a closely related discipline.
- Equivalent combination of formal training and directly relevant professional experience will be considered.
- Minimum 7 years of professional CAD drafting and technical diagramming experience, with at least 4 years on municipal water or wastewater infrastructure projects.
- Demonstrated experience producing SCADA-related drawings including P&IDs, loop drawings, network architecture, and HMI layouts.
- Prior experience working on NYC DEP, NYC Department of Design and Construction (DDC), or comparable large municipal agency projects is strongly preferred.
- Experience in a contractor/consultant capacity delivering under city or state agency contract requirements.
- AutoCAD (2018 or later): Expert-level proficiency in 2D drafting; experience with xrefs, blocks, layers, plot styles, and sheet set management.
- Microsoft Visio (2016 or later): Advanced proficiency in network, process, and engineering diagram creation; custom stencil development.
- SCADA / HMI Familiarity: Solid understanding of SCADA system architecture, PLC/RTU concepts, HMI design principles, and industrial communication protocols.
- P&ID Development: Proficiency in developing and interpreting P&IDs per ISA 5.1 standards.
- Document Management: Experience with document control processes, drawing revision management, and electronic document management systems.
- Microsoft Office Suite: Proficient in Excel (for schedules and I/O lists), Word, and Teams for project collaboration.
- MicroStation or Bentley OpenPlant for agencies using Bentley-based platforms.
- Familiarity with Ignition (Inductive Automation), iFIX, Wonderware, or other common SCADA/HMI platforms used in water/wastewater.
- Experience with GIS integration or GIS-based drawing overlays.
- Knowledge of NIST SP 800-82, IEC 62443, or NYC DEP cybersecurity standards for OT systems.
- Familiarity with BIM/Revit coordination workflows for integration with mechanical and civil design teams.
