Under direction from the Legal Department, the Educational Policy Analyst performs difficult and complex administrative and management duties in relation to District records management, retention and production. A key responsibility of this position is responding to public records requests for all District departments. This position also assists with processing a variety of legal documents; and performing related duties as assigned and supports the Legal Department’s overall mission to deliver high quality legal support to SFUSD.
Essential Duties
The duties specified below are representative of the range of duties assigned to the job code/class and are not intended to be an inclusive or exhaustive list.
As the Educational Policy Analyst, you will:
- Use a District wide lens in day-to-day work by identifying and organizing trends and patterns in order to help optimize the California Public Records Act (CPRA) request system.
- Oversee compliance of all CPRA requests in collaboration with Departments and individuals across the District to identify responsive records, compiling and reviewing sensitive documents for exemptions from disclosure; redaction and digitizing of records, and providing verbal and written responses to requests. Schedules appointments and oversees file reviews in coordination with District staff. Ensures security of records. As requested, prepares files and documents for copy services or makes copies of documents. Assesses and collects copy and/or extraction fees from the public.
- Serve as the District’s lead CPRA Manager. Assists in establishing procedures for implementing records management programs, such as document imaging and physical records storage; assists in the research, coordination and maintenance of new technology and methods related to records management, including document imaging systems and methods; assists with procurement of materials and technology; and coordinates with the Information Technology Department to develop digital solutions to meet the document storage needs of the District.
- Train, advise and manage Legal Departments internal document management system (iManage) and provide technical and clerical oversight and support for the Legal Department.
- Assist in the research, planning, implementation and maintenance of various District programs and services related to education records.
- Prepare periodic activity reports related to the records management system; develop written procedures and manuals related to records management processes for review by the Legal Office.
- Assist in the planning, organization and implementation of a District-wide records management system including the maintenance, storage, retention, retrieval and destruction of records and documents in accordance with administrative, legal, fiscal and historical requirements; plan and implement records storage plans that ensure efficient storage of and access to District records.
- Train and motivate District staff in records management systems and techniques; ensure effective work flow, such as the timely filing of legislative history, deeds and contracts, process records, research requests and subpoenas; retrieve and research records requested by the public and District staff; and the creation and maintenance of various indexes to District documents.
- Provides technical support to District departments related to file and document inventories; assists departments with the creation and implementation of schedules for records retention; reviews retention schedules and makes recommendations for maintenance and protection of archival and vital records; receives requests from departments and arranges for off-site storage of Legal documents or other disposition; references and releases files in response to public requests and in accordance with established procedures.
- Track legal deadlines, communications and filings through the “Legal Filings” account; and
- Other related duties as assigned.
