PRIMARY FUNCTION: This position is responsible for assisting the Senior Director of Purchasing with the operation of the central purchasing functions of the school system.
REPORTS TO: Senior Director of Purchasing
SALARY SCHEDULE: 302

REQUIREMENTS
- Bachelor’s degree from an accredited college or university with five (5) or more years of experience in a business office including at least five (5) years of significant purchasing experience as determined by the District

Appropriate recognized certification (CPPB, CPPO, NIGP-CPP, CPM) with eight (8) or more years of significant purchasing experience
- Equivalent combination of education, training, and significant directly related experience as determined by the District
Preferred: Masters degree in Business Administration or Public Administration from an accredited college or university.
Experience, Skill, and Certification:
- Extensive knowledge of and progressively responsible work experience with purchasing methods and procedures, including buying, inspecting, storing, and shipping methods
- Thorough knowledge of sources of supply, markets, and price trends
- Considerable knowledge of office management principles and practices
- Knowledge of accounting practices as applied to procurement procedures
- Demonstrable ability to make decisions impartially and objectively
- Ability to handle busy and time sensitive situations, including multi-tasking
- Ability to build and maintain effective working relationships with outside vendors, District personnel, and the general public.
Preferred:
- Directly related previous purchasing experience in a school district or other governmental agency which would provide knowledge of principles and practices of purchasing and the laws and regulations governing public procurement
- Previous supervisory or management experience
Duties and Responsibilities:
- Assist in development of complex, non-restrictive specifications from information received from District staff to solicit formal bids, proposals and request for quotations.
- Demonstrates clear understanding and rationale for why processes must follow certain steps.
- Initiate, issue, monitor and evaluate bids, proposals, and request for quotations.
- Develops sources of supply and obtains information from vendors concerning specifications, price, delivery dates, warranty periods, etc.
- Resolves problems related to purchases and purchasing procedures, determines source of trouble and takes corrective action.
- Enters contracts with vendors under the guidelines set forth in Board Policy.
- Keeps the Senior Director of Purchasing informed of critical issues within the Department and assigned area of responsibility of incidents about which the Senior Director and the Chief Financial Officer should be aware.
- Establish and maintain effective working relationships with schools, departments, management, and the public.
- Approve purchase requisitions in compliance with district policies and procedures.
- Ability to provide guidance to other procurement staff as needed.
- Assist Senior Director of Purchasing with management and supervision of department staff assignments.
- Assist Senior Director of Purchasing with revisions to the department’s policies and procedures when changes are necessary.
TERMS OF EMPLOYMENT
Incumbents will be considered “at will.” Appropriate pay will be determined based on the Grade as determined by Human Resources and allowable experience. This is a 250-day position. Exempt (302). New 06-2023
