About Your Role
CMTS is seeking an experienced Project Controls Manager to support aviation, transportation, and public infrastructure capital improvement programs throughout the Washington D.C., Maryland, and Virginia (DMV) Region. This role will oversee project controls activities associated with scheduling, cost management, forecasting, reporting, change management, risk analysis, and program performance monitoring across complex capital improvement projects.
The Project Controls Manager will work closely with project managers, construction managers, contractors, consultants, client representatives, and executive leadership to help ensure projects are effectively monitored and managed throughout all phases of project delivery. The ideal candidate will possess strong analytical, technical, and leadership skills with extensive experience supporting large-scale infrastructure or public sector programs.
Projects may include airport terminal improvements, transportation infrastructure, utility modernization, vertical construction, transit projects, roadway improvements, and other public sector capital programs.
Education Requirements
- Bachelor’s Degree in Construction Management, Engineering, Business Administration, Project Management, Finance, or related field preferred

- An equivalent combination of education, technical training, and relevant project controls management experience
What You’ll Need to Get the Job Done
- 8–15 years of project controls experience supporting large-scale infrastructure, aviation, transportation, or public sector capital improvement programs
- Minimum of 3–5 years of leadership or management experience overseeing project controls functions or teams
- Strong knowledge of project controls methodologies including scheduling, cost control, forecasting, earned value management, change management, and risk analysis
- Extensive experience developing and managing baseline schedules, project budgets, cash flow projections, and performance reporting systems
- Experience supporting complex multi-phase construction programs in active operational environments preferred
- Strong understanding of project delivery methods, construction sequencing, and capital program management practices
- Experience reviewing contractor schedules, schedule updates, recovery schedules, time impact analyses, and cost forecasts
- Ability to analyze project performance data and identify trends, risks, schedule impacts, and cost variances
- Strong analytical, organizational, and problem-solving capabilities
- Excellent written and verbal communication skills with the ability to prepare executive-level reports, dashboards, and presentations
- Ability to lead meetings and coordinate effectively with clients, contractors, consultants, and project stakeholders
- Experience implementing project controls systems, procedures, workflows, and reporting standards
- Proficiency in Microsoft Office Suite including Excel, Word, Outlook, PowerPoint, and Teams
- Advanced proficiency with Primavera P6 required
- Experience with cost management and project reporting software platforms preferred
- Ability to travel throughout Washington D.C., Maryland, and Virginia project locations as required

What You’ll Do
- Lead project controls activities for aviation, transportation, and public infrastructure capital improvement programs throughout all phases of project delivery
- Develop, maintain, and oversee integrated master schedules, baseline schedules, program controls systems, and project performance reporting processes
- Monitor project budgets, forecasts, contingency usage, cost performance, and schedule performance across multiple projects and workstreams
- Review contractor schedules, monthly schedule updates, recovery schedules, time impact analyses, and schedule narratives for compliance and accuracy
- Analyze project controls data to identify schedule variances, cost impacts, trends, risks, and potential delays while developing mitigation recommendations
- Support project teams with forecasting, earned value analysis, cash flow projections, change management, and performance measurement activities
- Prepare executive-level reports, dashboards, performance summaries, and presentations for client and leadership review
- Coordinate project controls activities with project managers, construction managers, contractors, consultants, and client representatives
- Establish and maintain project controls standards, reporting procedures, workflows, and documentation requirements
- Support risk management efforts by identifying project risks, operational constraints, schedule conflicts, and budget impacts
- Assist in evaluating contractor claims, schedule impacts, and change order requests related to project controls and schedule performance
- Monitor contractor compliance with project schedules, reporting requirements, and contractual project controls obligations
- Support procurement and pre-construction planning activities including schedule development, phasing analysis, and constructability reviews
- Participate in project meetings, stakeholder coordination meetings, schedule reviews, and executive briefings
- Mentor junior project controls staff and support continuous improvement initiatives across program controls operations
- Build and maintain strong working relationships with clients, contractors, consultants, and project stakeholders
- Contribute to operational excellence and strategic program delivery initiatives across CMTS project teams
