Regulatory Product Filing Consultant

The Opportunity
We are looking for a Regulatory Product Filing Consultant who will work independently to prepare, complete, and document complex regulatory filings (utilizing SERFF). This role will draft complex regulatory forms and communications; work with other functional areas to build consensus on wording and manage complex projects. You will respond to complex regulatory issues or concerns and serve as a subject matter expert on industry and regulatory practices and requirements related to regulatory filings. You will be a department resource on complex projects or tasks and support team projects including prospectus review, policy print review, and info management. You will also have the opportunity to mentor junior team members.

As part of MassMutual’s Regulatory Product Filing Team, you will work with a dedicated and talented team of associates as well as business partners in Law, Actuarial, Product Development, Compliance, Print Production, and more, as you work on contract development, filing, print production, and records management.

Develop, coordinate, and submit insurance product filings (rates, forms, rules) to state regulatory agencies through SERFF or comparable platforms.

Ensure every submission reflects thorough knowledge of state-specific requirements, demonstrating both accuracy and business acumen in aligning filings with strategic goals.

Stay current on evolving state regulations, bulletins, and guidance to ensure filings remain fully compliant.

Partner with legal, product development, and compliance teams to translate complex requirements into practical, business-ready solutions.

Regulator Engagement

Serve as the primary liaison with state departments of insurance, responding to inquiries, addressing objections, and coordinating amendments with accountability and professionalism.

Build and sustain constructive relationships with regulators to support timely approvals and successful filings.

Documentation & Reporting

Maintain detailed records of filing activity, including status updates, approvals, and objections.

Deliver clear reporting on filing timelines and outcomes to support compliance tracking, risk management, and business planning.

Cross-Functional Collaboration

Work closely with actuaries, legal, and product management teams to ensure filings align with business objectives and customer needs.
- Provide proactive guidance on filing requirements, setting expectations, and demonstrating agility by leveraging resources to resolve challenges efficiently.
- Provide support related to records management, provision of contract specimens, etc. as needed from internal business partners.
- Assist with compliance projects, for example: monitoring and implementing state notices through partnership with other business areas; updating items related to mutual fund changes as a member of larger internal project team.
The Minimum Qualifications
- Bachelor's Degree
- 5+ years of general knowledge of the insurance industry and lines of business/products being filed.

- Master’s Degree
- 8+ years of general knowledge of the insurance industry and lines of business/products being filed.
- Familiarity with contract drafting and filing with financial service products such as life insurance, annuities, disability, worksite.
- Strong written and verbal communication skills.
- Organized, with ability to balance timeliness and accuracy within tight timelines.
- Ability to work both independently and in a team environment.
- Service minded, with ability to foster and maintain collaborative relationships with business partners, management, and external regulators.
- Solid computer skills including strong working knowledge of Microsoft Office Suite, Adobe, and Share-point.
- Strong leadership skills, including the ability to lead work projects.
- Experienced SERFF user.
