Position Overview
The Pennsylvania Public Utility Commission (PA PUC) is seeking an experienced Senior Business Analyst to support the modernization of the Commission’s CAI application, which is critical for resolving public complaints involving utility companies.
This is part of a three-year modernization initiative involving requirements gathering, design, testing, and delivery. The Senior Business Analyst will work closely with business SMEs, Product Managers, Product Owners, Data Modelers, and Developers to identify system improvements, preserve key existing functionality, and transition it to the modernized solution.
The ideal candidate will have strong experience in business analysis, requirements gathering, process improvement, user stories, UAT/testing, Agile/Scrum, and public-sector compliance, with the ability to work independently and collaboratively.

- Knowledge of WCAG 2.1 / accessibility requirements
- Understanding of security, data privacy, accessibility, and public-sector compliance requirements

Key Responsibilities
- Document and validate existing CAI application requirements and ensure critical functionality is retained.
- Prioritize requirements and link them to applicable legislative and policy requirements.
- Work with business units to identify and recommend system and process improvements.
- Propose new features that deliver measurable business value.
- Partner with the Product Manager to translate business requirements into clear user stories and acceptance criteria.
- Assist with analysis of technical approaches, platforms, architecture, and integration decisions as required.
- Ensure business requirements are clearly understood by the technical delivery team.
- Support change management, user adoption, and training activities.
- Ensure the modernized product aligns with Commonwealth and PA PUC standards for security, accessibility, data privacy, and compliance.
- Identify and track risks, dependencies, and impediments.
- Provide regular status updates, analysis, and recommendations to IT leadership and business sponsors.
- Participate in system testing and validation to ensure functionality and changes meet business requirements.

- Hybrid position: 2 days onsite per week in Pennsylvania, with Wednesday required onsite; remaining 3 days may be worked remotely.
- Offices are available statewide in Pennsylvania.
