Data Analyst IV
The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Data Analyst IV position within the Access & Eligibility Services (AES) Department Eligibility Operations Integrity Support Services (ISS). The Data Analyst IV serves as lead subject matter expert on data integrity, extraction, and compilation of data for both internal and external customers/stakeholders. This includes consulting with customers to identify user needs.
Performs complex (journey-level) detailed data analysis and data research. Work involves primary responsibility for data quality assurance including implementing and updating databases, data collection systems, data analytics, and other strategies to ensure statistical efficacy. Analyzes content, structure, and relationships within data to identify and interpret patterns and trends. Identifies gaps, errors, anomalies, and redundancies to make justifiable recommendations for data revisions. Prepares concise and comprehensive data reports for HHS stakeholders and leadership. While leveraging statistical techniques, develop proof of concept mockups to ensure data quality; and convert raw data into database table structures from a variety of source formats. Interprets business requirements to be used as input for performance measure visualizations and reports for large and complex agency programs. Assists in developing software applications and/or programming to track ISS statistical data. Mentors internal staff and may train others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy. Serves as lead subject matter expert on data integrity, extraction, and compilation of data for both internal and external customers/stakeholders. Interprets, designs, develops, and maintains performance measure visualizations and reports utilizing data visualization tools. (30%)

Develops and utilizes software applications and/or programming to track ISS statistical data.

Accurately updates databases, data collection systems, data analytics, and utilizes other strategies to ensure statistical efficacy. Compiles, queries, calculates, and/or loads data using a variety of source formats. (20%)

Provides data integrity by identifying data gaps, errors, anomalies, inconsistencies, and redundancies in the content, structure, and relationships within data; cleans and prepares data, as necessary. Leverages statistical techniques; develops proof of concept mockups to ensure data quality; and converts raw data into database table structures from a variety of source formats. (15%)

Consults on workgroups and via ad-hoc collaboration with ISS management, program staff, and vendors to harness subject matter to understand the business requirements that drive the analysis and design of performance visualizations and reporting solutions. (10%)

Collaborates with ISS management and appointees to lead the analysis and interpretation of data patterns to gauge progress toward targets and to provide recommendations to HHS leadership for meaningful measures, updates/changes. (10%)

Actively contributes to the continuous improvement of ISS related department processes through initiatives including building efficiencies, including automating processes; and maintaining design consistency across multiple visualizations. Mentors internal staff and trains others. (5%)

Prepares concise and comprehensive data reports and analysis and presents to HHS stakeholders and leadership to include performance visualizations during meetings and/or as requested. (5%)

Initial Selection Criteria:
Graduation from an accredited four-year college or university with major course work in computer science or a related field is preferred.
Relevant experience in data analytics, data cleaning, statistical analysis, and computer programming may be substituted for education on a year-to-year basis.
Excellent written communications as observed by detail and completeness of information provided on the state application.
Experience making presentations to small and large groups preferred.
Experience developing policies and procedures preferred.
Experience supervising eligibility staff and/or investigators preferred.
Experience in data review and analysis required.
Experience with Special Query Language (SQL) required.
Experience developing interactive dashboards or reports using data visualization tools (e.g., Power BI, Tableau, or equivalent) required.
Experience connecting data visualization tools to SQL or tabular data sources required.
Experience writing Python scripts for data extraction, transformation, or automation required.
Experience using Python libraries for data analysis required.
Experience in leading and mentoring staff preferred.
Current experience in SNAP, Medicaid policy and procedures are preferred.
Current experience in TANF program preferred.
Training or experience in project management practices and the project life cycle preferred.
Experience performing multiple tasks with conflicting deadlines in a timely manner required.
