TikTok USDS Joint Venture (JV) is seeking an experienced, strategic, and execution-oriented Security, Compliance and Privacy Risk Management Lead to join the USDS JV's Security & Privacy, Compliance Governance and Risk Management team to build, scale, and operationalize our Risk Management function. This role plays a mission-critical role in defining and safeguarding the organization’s cybersecurity, compliance and privacy posture. You will define the vision, governance, framework, and engagement model for managing security, privacy, and compliance risks across the organization. By guiding enterprise-level risk strategy, mentoring analysts, and ensuring disciplined execution of risk processes, you will directly influence organizational resilience, compliance success, and executive-level decision-making.
About the Role
You will lead and grow a high-performing team of risk specialists, transforming technical risk insights into actionable business intelligence. The ideal candidate has a proven track record of starting risk programs from scratch, implementing quantitative risk methodologies (e.g., FAIR), establishing operational rigor, and embedding a culture of risk-informed decision-making across global, fast-paced teams.
Responsibilities:
- Direct and mature the organization's enterprise cybersecurity, compliance and data privacy risk programs; design and implement a centralized process to drive security, privacy, and compliance risk identification, mitigation, and prevention
- Ensure compliance and alignment with frameworks and standards such as NIST RMF, NIST CSF, ISO/IEC 27001, ISO 31000, MTL, etc.
- Oversee Security and Privacy Risk Assessments, Privacy Impact Assessments (PIAs), Security Impact Analysis, Security Control evaluations and support any internal or external audits as needed
- Build and maintain risk dashboards, registers, and metrics for executive leadership and board oversight
- Establish, refine, and enforce risk management methodologies, documentation practices, and policies to ensure uniform execution across teams and mission areas
- Develop strategies that improve organizational resilience by anticipating systemic risks, identifying high-impact asset exposures, and driving prioritized mitigation
- Partner with Risk Owners, Legal, Product, Security and Privacy teams, Internal/External Audit teams, and IT Operations to build privacy-by-design and secure-by-design principles to strengthen the company's risk posture
- Partner with product, legal, and privacy stakeholders to embed privacy risk management practices across data lifecycle decisions, assessments, and control design
- Lead, coach, and scale a team of risk analysts, and privacy professionals
Qualifications
Minimum Qualifications
- 5+ years of progressive experience in IT, Security/Cyber, Privacy or Enterprise Risk Management in a fast-paced tech environment; 2+ years of direct people management experience with a proven track record of building, mentoring, and leading risk teams.
- Demonstrated experience developing and/or implementing enterprise risk management programs and processes
- Deep knowledge of industry frameworks such as FAIR, NIST RMF, NIST CSF, ISO 27001, ISO 31000, or COBIT etc. Strong analytical and writing skills, organizational, and leadership capabilities
- Strong written and verbal communication skills with the ability to translate technical risk concepts into business-aligned insights. Experience coordinating large-scale assessments and influencing cross-functional technical teams
Preferred Qualifications
- Practical experience implementing FAIR or similar quantitative models.
- Working knowledge of modern security disciplines (e.g., DevSecOps, IAM, Change Management, Cloud Security).
- Maintain risk related certifications CRISC, FAIR, CISA, or CISSP.
- Experience operating within highly regulated industries or global enterprise environments.

- Washington, DC The base salary range for this position in the selected city is $179820 - $336960 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate’s qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location.
