This role will oversee the power supply planning, generation marketing, and energy settlements functions with overall responsibility for planning future generation requirements, ensuring resource adequacy, optimizing the market performance of the GRDA generation portfolio, and overseeing the Authority’s engagement with SPP. The VP, Power Supply Planning and Generation Marketing will lead a highly skilled team of power and gas marketers, power supply analysts, and settlements specialists.
Essential job functions include, but are not limited to:
Manages the relationship with The Energy Authority (TEA).
Provides direction for the TEA modeling services, supporting various areas of GRDA’s generation operations, including:
Optimization of the generation portfolio’s performance in the energy and ancillary services markets.
Portfolio modeling in support of power and gas hedging strategies.
Power supply studies in support of long-term planning.
Conducts economic analyses, using long-term power supply model results, to determine the least cost options for meeting the Authority’s long-term power supply requirements.
Oversees the resource adequacy process, ensuring:
Optimization of GRDA’s capacity position through capacity sales and purchases.
Supplemental supply customers are meeting their resource adequacy requirements.
Directs the strategy for procuring and maintaining transmission service while minimizing the cost of obtaining transmission service through management of the application process for Network Integration Transmission Service.
Oversees the generator interconnection request process.
Develops and manages RFPs for the procurement of new generation resources.
Develops and negotiates power purchase agreements, large customer power purchase and sale agreements involving supplemental supply provisions or other complex deal structures, and accompanying rate schedules.
Oversees the Real-time and Day-Ahead Desks, including bidding strategies.
Directs the power and fuel hedging strategies and congestion management strategy (ARR/TCR hedging).
Oversees SPP energy market and transmission settlements as well as all bilateral settlements with power and gas counterparties.
Maintains in-depth working knowledge of the SPP Tariff.
Represents GRDA on the SPP Markets and Operations Policy Committee and actively follows relevant working groups and assigns team members to working groups as appropriate.
Actively participates in relevant industry forums including the Large Public Power Council working groups and committees.
Manages the cross-functional load forecasting process in support of resource adequacy, transmission service planning, and transmission planning.

Comprehensive knowledge of utility industry operations and market dynamics.
Deep expertise in the SPP Tariff and regulatory frameworks.
In-depth understanding of federal, state, economic, business, and political environments affecting the energy sector.
Proven leadership in cross-functional and multidisciplinary team environments.
Exceptional leadership abilities, including team building, critical thinking, strategic visioning, and employee development.
Superior written, verbal, listening, and interpersonal communication skills; skilled in influencing and persuading diverse stakeholders.
Advanced negotiation and presentation capabilities.
Strong strategic planning and analytical skills for issue assessment, decision-making, and implementation.
Education, Training, Experience:
Bachelor’s degree in engineering, business, economics, or related field.
Extensive (10+) years of progressive management experience in energy markets and regulatory affairs within the utility industry.
Certificates, Registrations, Licenses:
Valid Oklahoma driver’s license, or the ability to convert within 30 days for those with an out of state driver’s license that are an Oklahoma resident.
Other information
This position may require work at the Engineering and Technology Center in Tulsa or the Administrative Center in Chouteau.
Compensation will be commensurate with experience and qualifications.
