The Vice President of Behavioral Health, Sacramento is part of the senior leadership team and is responsible for directing contract and program operations, developing a portfolio of new business in support of intentional growth, and providing administrative and therapeutic leadership for multiple direct-service programs within an assigned region or program portfolio. These programs serve individuals with serious mental illness, substance use disorders, chronic health conditions, and housing instability or homelessness across the full scope of care at BACS.
This person serves as the operational head and primary leadership interface with County, municipal, community, and other key stakeholders within their assigned scope. The position oversees therapeutic, administrative, fiscal, and quality improvement functions to promote the highest standards of service delivery and holds signing authority within their area of responsibility.
The role is also responsible for successfully implementing new programs and services in alignment with BACS’ strategy and growth plan, including regulatory and funding applications that support new business development. This person oversees facilities within their assigned scope, holds full P&L responsibility for their portfolio, and is accountable for achieving clinical objectives, delivering high-quality care, maintaining strong County and State relationships, and meeting budgetary goals.
Duties and Responsibilities
- Demonstrates BACS’ mission, purpose, values and beliefs in everyday interactions and serves as a positive ambassador for BACS with internal and external stakeholders
- Uses management practices that empower staff, provide clear expectations, and deliver frequent, balanced feedback consistent with Continuous Quality Improvement
- Autonomously identifies and develops new business opportunities in line with the BACS strategic plan
- Pursues private and public partnerships on behalf of the agency
- Monitors the performance of Directors and their direct reports; reviews these assessments with the CPO on a quarterly basis
- Continuously monitors the financial performance of each Director and their direct reports and reports findings to the CPO with recommendations
- Owns full P&L accountability for all programs and contracts within scope, including revenue, expenses, and margin performance; proactively identifies and acts on financial risk or underperformance
- Collaborates with fellow senior leaders on strategic planning to ensure organizational effectiveness
- Independently directs programs and ensures all contracts, laws, and regulations are met
- Ensures all programs within scope comply with federal and state employment laws
- Ensures services are delivered in collaboration with all applicable funding streams and regulations
- Provides leadership and oversight of staff recruitment, hiring, onboarding, training, and ongoing performance management, with particular emphasis on proactive and effective performance management. Ensures compliance with applicable state and federal employment laws and BACS HR and operational policies and procedures, and maintains systems for ongoing accountability, compliance, and a positive employee experience.
- Ensures all programs and services operate within a defined service delivery model consistent with BACS mission, vision, and values, with a consumer-centered, needs-driven, strength-based, culturally relevant approach
- Ensures integration of housing and behavioral health expertise across program operations
- Ensures maintenance of records and administrative requirements, and compliance with documentation and charting requirements for all funding streams
- Ensures contract compliance with all funders, including grant management, presentations, and reports
- Establishes strong working relationships with the community and coordinates services with community-based organizations to advance program visibility and impact
- Participates in the development of new programs and services, including grant writing, speeches, and presentations
- Participates in training delivery for agency, professional, and personal development
- Reviews, negotiates, and preps contracts for recommended approval; fully integrates and communicates contract terms to internal administrative infrastructure
- Maintains a regular, visible presence across all programs and sites within scope; proactively communicates with internal departments and raises information to the appropriate level without relying on others to do so
- Proactively identifies risk before it materializes; owns the Risk Management Plan and associated metrics within scope

Qualifications
- LCSW, LMFT, or equivalent BBS licensure required, plus a minimum of two years post-licensure experience. Lived experience preferred.
- Ten years of progressive administrative, direct service, and leadership experience in the social service field
- Demonstrated direct experience working with the full range of subpopulations served by BACS, including individuals with serious mental illness (SMI), substance use disorders (SUD), chronic and co-occurring health conditions, and housing-insecure/unhoused individuals
- Demonstrated multi-million dollar P&L management experience at a multi-program or multi-site level
- Demonstrated capacity leading diverse, multi-disciplinary teams toward a common goal
- Demonstrated intermediate proficiency in Microsoft Word/Excel; ability to type 45 WPM
Physical Requirements
This position requires regular travel throughout the assigned region / the assigned program portfolio's sites and frequent presence at program, residential, and housing sites, in addition to site-based work. Requires the ability to sit, stand, walk, and drive for extended periods; occasional lifting of up to 20 lbs.; dexterity for computer use and documentation; and the ability to see, hear, and speak effectively in person and virtually. This position is not remote.
Compensation/Benefits
- Highly competitive compensation annual salar $220,000 - $240,000 .
