Summary

King County Metro Transit’s Vehicle Maintenance (VM) division is seeking a career service Senior Business Analyst to join the Vehicle Maintenance Data Management team (VMDM).
In this role, you will be part of a team of Senior, Functional, and Business Analysts responsible for the systems, applications, and operational data that support VM’s daily operations, including Crystal Reports, BI Launchpad, M5/EAMS, dispatch tools, yard telematics, and other mission-critical platforms. You will also serve as the division’s primary SharePoint Administrator, ensuring information is structured, accessible, and user-friendly for both decisionmakers and frontline teams.
As a Senior Business Analyst, you will lead complex analytical and statistical studies that inform programs, policies, systems, and operations across Metro Transit. You will guide cross-functional teams in diagnosing problems, developing data-driven solutions, and supporting initiatives with significant impact on the VM Division, the Metro Transit Department, and the community. This position partners closely with leaders and managers on strategic planning, process improvement, and software and system deployment efforts.
The Senior Business Analyst is distinguished from the Business Analyst classification by its higher level of independence, broader scope of responsibility, and expert-level knowledge in process improvement and complex operational analysis.
Recruitment info: This recruitment will be used to fill one (1) career service Senior Business Analyst position within the Vehicle Maintenance Data Management Team. In addition, this selection process may be used to generate an eligibility list for future career service, Term-Limited Temporary, and/or Special Duty Assignment vacancies in this classification and workgroup. If created, the eligibility list would be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.
Job Duties
Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. Additional duties include:
- Design, develop, implement, and maintain reporting tables, metrics, and reports that drive key business decisions using third party BI applications.
- Lead multidisciplinary teams to carry out complex studies and analyses to define business requirements and alternative options for improvements for a variety of operational, procedural, and management issues.
- Act as consultant and primary advisor to all levels of management across division and department lines; serve as an expert technical resource for cross-functional, inter-departmental projects and project teams.
- Develop, maintain, and update MS Teams and SharePoint sites.
- Research, design, data map, develop, test, implement, train and document enterprise application systems; BI reports, application modifications, business process improvements, system configuration changes, and other related application functions.
- Provide support with carrying out complex studies and analytics, then use results to develop recommendations and strategies for business decisions and improvements.
- Support business teams in identifying and delivering significant and quantifiable business process improvements through the application of process improvement methodologies such as Lean and Six Sigma.
- Initiate and lead problem solving efforts, working closely with internal and external stakeholders. Ensure coordination of project plans and activities with other agencies and/or vendors to ensure system design, modification, and implementation meet user requirements.
- Lead the education and training of multidisciplinary team members, front line staff and management in process improvement principles, tools, and the use of dashboards and reports to achieve business goals and to identify solutions to problems of significance to Vehicle Maintenance operations. This work may include value stream mapping, creating standard work and implementing daily management systems.
- Guide process improvement teams in the use of data and other information to assess and understand issues, evaluate options, and make decisions; analyze and evaluate facts to draw conclusions. Oversee the preparation of concise, comprehensive reports, flow charts, statistical analyses, organizational charts, graphs, and other documents summarizing team findings and recommendations; coach team members to develop and deliver presentations to executive management, elected officials, and outside organizations.
- Translate business requirements into technical specifications and coordinate project plans and activities with other agencies or vendors to ensure the system design, modification, and implementation meet business needs and user requirements.
- Collaborate in the development and reporting of performance measures, indicators, quality assurance, and improvement measures across multi-functional agency lines.
- Train teams to design performance feedback systems and visual management tools to assess the resolution of business process deficiencies.
- Utilize excellent verbal and written communication skills in order to interact professionally with diverse groups, senior leaders, managers, subject-matter experts, and convey technical information to non-technical users.
- Oversee multiple concurrent projects and ensure timely delivery of data solutions and information.
Experience, Qualifications, Knowledge, Skills
We are looking for candidates who demonstrate the following minimum qualifications:
- Any combination of experience, education, or training that provides the required knowledge, skills, and abilities to perform the work; for example:
- A bachelor's degree in business, public administration, or a related field or
- At least five years of related business process analysis and improvement experience that includes at least two years of facilitation and leadership experience.
- Advanced knowledge of data management and analysis, including designing and maintaining complex business and data management systems, applying statistical methods to identify trends and anomalies, and interpreting qualitative and quantitative data to solve advanced analytical problems.
- Skilled in working with large datasets and defining meaningful performance metrics, with proficiency in using tools such as SQL, Oracle/EBS, Power BI, Business Objects, or similar BI platforms to create clear data visualizations, dashboards, reports, and data models.
- Experience leading system related projects, including gathering requirements, documentation, testing, and implementation; knowledge and skill in using project management techniques, methodologies, and tools.
- Demonstrated integrity, initiative, accountability, and strong organizational skills.
- Knowledge of group dynamics and change-management methods, with strong team building and customer service skills.
- Experience providing end-user support and troubleshooting complex issues in relational database systems, including collaboration with IT teams or vendors.
- Effective coaching, mentoring, and training skills to support adult learners, including strong active-listening skills and the ability to provide and receive constructive feedback.
- Experience creating, organizing, publishing, and maintaining digital content, with intermediate proficiency in Microsoft Office applications (Word, Excel, Outlook, Teams, and SharePoint).
- Excellent verbal and written communication skills, including skill in preparing clear, concise reports and presenting to diverse audiences.
- Knowledge and understanding of equity and social justice principles, and how they apply to this role.
Desirable Qualifications include:
- Skill in working effectively with diverse stakeholders at all levels, including facilitating clear communication and productive discussions with executives, vendors, decision makers, and both technical and non-technical audiences.
- Two (2) or more years of experience using business intelligence tools (such as Microsoft Power BI/ Tableau, with advanced knowledge of data visualization standards and governance.
- Experience with or direct knowledge of process improvement methods (Lean, Six Sigma), including mapping and analyzing business processes, and skillfully designing and facilitating workshops, meetings, and process improvement sessions. Experience with strategy workshop design is a plus.
- Demonstrated people-leadership experience, including supervisory or management responsibilities.
- Experience coaching others in customer service best practices.
- Experience administering and managing SharePoint sites.
- Knowledge and experience identifying, visualizing, analyzing and interpreting equity-related data.
- Experience working with large public-sector agencies or governmental organizations.
- Knowledge of King County Metro’s operations, mission, and data systems; ideally with experience using enterprise asset management software (EAMS or M5) and related tools such as yard telematics or maintenance GIS systems (ArcGIS).

Selection Process

Work Location and Schedule:
This full-time position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay. The typical work schedule for this position is between the hours of 7:30 AM to 4:00 PM, Monday through Friday. The primary work site is located at King Street Center (201 S. Jackson, Seattle, Washington 98104) and may include other bases and worksites throughout King County.
This position follows a hybrid work schedule requiring a minimum of [2] days per week onsite, consistent with King County Metro's hybrid work policy. Remote workdays may be adjusted based on operational or business needs. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
