Key Responsibilities
Day-to-day responsibilities of this position:
The Business Advocate Unit (BAU) is seeking a Senior Business Analyst to act as a key liaison between ORS business operations and the Department of Technology Services (DTS). This role ensures that ORS business needs are translated into precise technical requirements, supporting both day-to-day ORSIS maintenance and ongoing ORSIS Modernization initiatives.
- Serve as the subject matter expert bridging ORS child support business needs with DTS technical specifications.
- Author clear, structured business requirements (including BRDs, Project Concept Approvals, and Jira User Stories with complete acceptance criteria) for ORSIS enhancements and screen modernizations.
- Act as a designated screen owner during design sessions, conduct formal screen demonstrations, and ensure enhancements align with federal/state laws and OCSS regulations.
- Develop end-to-end User Acceptance Test (UAT) plans, build test data, execute test scenarios, and log/track defects in Jira prior to release.
- Research complex system errors, analyze operational impacts, submit change requests, and respond to technical/policy inquiries via the BAU proxy.
- Actively participate in cross-functional Agile/Scrum activities, including sprint planning, stand-ups, and retrospectives alongside DTS and vendor partners.
Qualifications
Minimum or "day-one" qualifications:
- Current employment with the Utah State Office of Recovery Services.
- Strong understanding of ORS business processes, child support operations, state/federal regulations, and policy frameworks.
- Hands-on experience navigating ORSIS with a knack for analytical thinking and problem-solving.
Preferred or trainable/on-the-job qualifications:
- Comfort using web-based tools and an eagerness to learn modern software management systems (such as Jira or Agile methods) with on-the-job training.
- A detail-oriented mindset with an interest in testing system updates, check for errors, and helping ensure new software features work smoothly for end-users.
- Strong communication skills and a willingness to represent ORS business needs in team discussions with management, technical support and external partners.
