You Are:
We are seeking an experienced System Analyst / Business Analyst with strong expertise in Role-Based Access Control (RBAC) modeling, healthcare business processes, and enterprise application analysis.
The opportunity:
- Business & System Analysis Gather, analyze, and document business, functional, and system requirements from stakeholders.
- Translate business requirements into detailed functional specifications, user stories, process flows, and use cases.
- Conduct current-state and future-state assessments to identify business gaps and improvement opportunities.
- Perform impact analysis and provide recommendations for system enhancements and process improvements.
- Maintain end-to-end requirements traceability throughout the Software Development Lifecycle (SDLC). RBAC & Access Control Design Design, implement, and maintain
- Role-Based Access Control (RBAC) models aligned with organizational policies and business workflows.
- Define roles, permissions, entitlements, and access matrices across applications and data domains.
- Collaborate with Security, Identity and Access Management (IAM), and Architecture teams to ensure secure and compliant access management.
- Support audits, compliance reviews, and governance activities related to user access and authorization controls.
- Evaluate access management requirements and recommend scalable authorization solutions.
- Healthcare Domain Expertise
- Apply strong knowledge of Healthcare Payer operations, specifically Broker and Shopper platforms.
- Support business processes related to quoting, enrollment, plan selection, eligibility, and member journeys.
- Ensure solutions align with healthcare regulatory, privacy, and security requirements.
- Collaborate with business teams to optimize healthcare workflows and user experiences.
- Agile Delivery & Stakeholder Management Partner with Product Owners, Architects, Developers, QA, Security, and Operations teams throughout project delivery.
- Participate in Agile ceremonies including sprint planning, backlog refinement, reviews, and retrospectives.
- Support User Acceptance Testing (UAT), functional validation, and defect triage activities.
- Facilitate stakeholder workshops and requirement review sessions. Communicate project status, risks, dependencies, and recommendations effectively to business and technical teams

What you need:
- Bachelor's degree in Computer Science, Information Systems, Healthcare Informatics, Business, or a related field. 9+ years of experience as a Business Analyst or System Analyst.
- Strong experience in RBAC modeling, access control frameworks, and authorization design.
- Expertise in requirements gathering, business process analysis, and system documentation.
- Solid knowledge of Healthcare Payer, Broker, and Shopper domains.
- Experience supporting enterprise-scale, security-sensitive applications.
- Strong analytical, problem-solving, and stakeholder management skills.
- Experience working in Agile/Scrum environments.
- Preferred Qualifications
- Experience with IAM solutions such as Azure AD, Okta, SailPoint, or similar platforms.
- Knowledge of healthcare compliance and data protection standards.
- Familiarity with UML, workflow modeling, process mapping, and business analysis tools. CBAP, CCBA, PMI-PBA, or Agile certifications preferred.
- Experience working with cross-functional and geographically distributed teams.

Compensation can differ depending on factors including but not limited to the specific office location, role, skill set, education, and level of experience. UST provides a reasonable range of compensation for roles that may be hired in various U.S. markets as set forth below.
Role Location: Richmond, Virginia
Compensation Range: $73,000-$110,000
Benefits
Full-time, regular employees accrue a minimum of 10 days of paid vacation per year, receive 6 days of paid sick leave each year (pro-rated for new hires throughout the year), 10 paid holidays, and are eligible for paid bereavement leave and jury duty. They are eligible to participate in the Company’s 401(k) Retirement Plan with employer matching. They and their dependents residing in the US are eligible for medical, dental, and vision insurance, as well as the following Company-paid Employee Only benefits: basic life insurance, accidental death and disability insurance, and short- and long-term disability benefits. Regular employees may purchase additional voluntary short-term disability benefits, and participate in a Health Savings Account (HSA) as well as a Flexible Spending Account (FSA) for healthcare, dependent child care, and/or commuting expenses as allowable under IRS guidelines. Benefits offerings vary in Puerto Rico.

Full-time temporary employees receive 6 days of paid sick leave each year (pro-rated for new hires throughout the year) and are eligible to participate in the Company’s 401(k) program with employer matching.
