GIS Applications Analyst I
JOB SUMMARY
Responsible for maintaining assigned aspects of the District's Geographic Information System (GIS) applications to ensure accessibility. Coordinates with others to create relevant workflows and related documentation and provides end user training for District GIS applications as directed. Performs other duties of a similar nature as may be required.
ESSENTIAL FUNCTIONS
- Provides support for assigned aspects of the Geographic Information System (GIS) including intranet, mobile and internet-based applications.
- Implements technical specifications for new or existing applications.
- Performs testing of built GIS applications.
- Administers ArcGIS Online site and user security settings.
- Assists staff with basic troubleshooting of application issues.
- Creates basic GIS applications in ArcGIS Online derived from business requirements.
- Responsible for documenting functional programming specifications and performs application testing and documents application workflows.
- Improves and enhances existing GIS applications as directed.
- Participates on cross-functional project teams to meet expected project scope, output quality and deadlines.
- Supports assigned aspects of the GIS Strategic Plan.
- Creates training and process workflow documentation for District applications to meet business needs.
- Utilizes basic analytical and problem-solving skills to evaluate alternatives and recommend solutions to meet end user needs.
- Builds and maintains effective relationships providing support that align with organization and stakeholder goals.
- Prepares and provides status reporting and meeting materials as required.
- Prepares written agendas, written summaries of issues and action plans for review by supervisor and other senior department leaders.
- Participates in meetings within the project groups.
- Creates maps and data sets to support creation or enhancement of GIS workflows and services or to fulfill internal and/or external requests.
- Assists department staff on setup of applications based on Python, JavaScript and ArcGIS technology.

GIS Applications Analyst II
JOB SUMMARY
Responsible for acting as team lead to deliver assigned aspects of the District's Geographic Information System (GIS) applications, including intranet, mobile and internet-based applications. Identifies and gathers requirements for new GIS applications and maps. Represents District GIS team in meetings with internal and external partners. Acts as liaison with District IT department to ensure 24-hour accessibility to GIS applications. Performs other duties of a similar nature as may be required.
ESSENTIAL FUNCTIONS
- Administers (development, implementation and maintenance) District desktop, intranet, mobile and internet-based GIS applications.
- Performs comprehensive functional requirements and technical specifications for new applications.
- Performs development, testing, implementation, documentation, training and maintenance for District applications.
- Provides training and guidance to District staff on GIS applications.
- Translates business requirements into technical specifications and functional requirements for Sewer District GIS applications.
- Serves as leader in the development of ongoing functional and programming specifications, application testing, implementation and documentation of GIS applications.
- Designs and develops database enabled applications with Python, JavaScript and ArcGIS Server, including tables, stored procedures and web-based user interfaces to meet the business needs.
- Recommends possible GIS solutions that impact the organization.
- Makes recommendations for improvements and enhancements to existing GIS applications or processes.
- Serves as liaison with staff to ensure successful testing and implementation of any new applications or existing application enhancements. Tests and approves desktop GIS and application upgrades.
- Works with GIS Services Manager to develop strategic and tactical project plans – including a District-wide GIS Strategic Plan.
- Provides training to District end-users on the utilization of Sewer District applications to meet business needs.
- Utilizes analytical and problem-solving skills, evaluating alternatives and recommending best solutions/courses of action to meet organization, customer and project/program needs.
- Builds and maintains good public and interorganizational relationships by encouraging and providing support and participation in activities that align with organization and stakeholder goals.
- Leads and/or performs GIS project management activities including planning, scheduling, performance and utilization of GIS tools and resources.
- Prepares and provides status reporting and meeting materials as required.
- Collaborates with team members to exchange information, review project status and identify new opportunities for improvement.
- Prepares written agendas, written summaries of issues and action plans for review by supervisor and other senior department leaders.
- Participates in and/or leads meetings within the project groups or department.
- Creates custom GIS workflows using ArcGIS Online and custom Geoprocessing tools.
- Collaborates with IT to administer GIS servers including website database and Internet Information Server.
- Performs other duties of a similar nature as may be required.
MINIMUM JOB REQUIREMENTS
Education
- Candidate must possess bachelor’s degree, preferably in Geography, Engineering, Urban Planning, Information Services or a closely related field.
- Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.
Experience
- Candidate must possess three (3) years of GIS related work experience. Experience may include work performed during internships, co-operative education and college coursework directly related to GIS.
- Experience in the public works/public utility, environmental/natural resources, customer service/billing industry and/or underground utility (e.g. Water, Wastewater/Sewer and/or Stormwater) industry is preferred.
OTHER REQUIREMENTS
LICENSURE AND CERTIFICATIONS
- Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable guidelines.
- Geographic Information System Professional (GISP) certification preferred.
KNOWLEDGE, SKILLS AND ABILITIES
- Candidate must possess basic knowledge of GIS application delivery and GIS administration and management concepts (including data collection, database design and administration, process and application development and implementation). Knowledge of the latest version of ESRI ArcGIS desktop platform, Model Builder skills, ArcGIS Online, geodatabase management, and basic knowledge of ArcGIS Server.
- Candidate must have strong problem-solving skills. Must be able to effectively manage multiple tasks and assignments and demonstrate strong organizational skills in a fast-paced work environment. Candidate must be able to work independently and in team environments.
- Candidate must have exceptional written and verbal skills. Proficiency with Microsoft Office software such as Excel, Word, PowerPoint and Access or similar software package is required.
PHYSICAL AND MENTAL REQUIREMENTS
During the course of performing the essential functions of this position, the employee must be able to compare, copy, compute, compile, analyze, coordinate, synthesize and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, sitting, walking, handling, feeling, fingering, hearing and talking. Ability to lift up to 10 lbs. on an occasional basis. Position will require visual demands of near acuity, depth perception, accommodation and color vision. The position is primarily an office position, however, the need to be in the field is required on an occasional basis. While working in the field, the employee may be exposed to extreme weather, atmospheric conditions and wet and/or humid conditions.
Pay Range: USD, Commensurate with Experience
GIS Applications Analyst I: $62,540 - $78,175
