Job Description
The Senior Estimator conducts work directly related to management or general business operations in an organization focused on Heavy Industrial Construction Projects. The work requires advanced knowledge gained from years of experience, expertise and specialized instruction. The position includes work requiring the consistent exercise of discretion and independent judgment with respect to matters of significance. The position will work out of the Aliso Viejo office and from time-to-time travel to project sites, client’s offices or other Fluor office’s to support organizational needs.
The Senior Estimator will specifically focus on the development of detailed construction estimates to support construction only opportunities and to supplement EPC and EPCM proposals. The position will direct the quantitative development of material, labor, and subcontract take-offs, as well as the coordination of information among Engineering, Procurement, Construction, Commissioning and Maintenance.
Principal Job Duties & Responsibilities
- Responsible for personal safety as well as the safety of co-workers
- Provide services, procedures and methods for the timely and accurate responses to client, project management, departmental, and company requirements
- Develop the estimate plan and coordinate estimate development with the project team
- Lead the development of the total project estimate; detailed and/or conceptual
- Prepare the total Project Basis of Estimate
- Prepare the Estimate Risk Analysis and make cost contingency recommendations
- Arrange and conduct department, discipline, and project estimate reviews
- Participate in the presentation of the estimate to Fluor and client management; learning how to sell an estimate
- Assist in estimate completion activities and estimate turnover to the project team
- Develop and conduct estimating training programs
- Refine supervising and coaching skills
- Initiate and/or participate in developmental activities
- Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
- Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines
- Plan and organize own work assignments, as well as carry out tasks from management staff
- Maintain compliance with all applicable policies, procedures, and global standards
- Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
- May need to travel to attend to business related matters
- Meet expectations on attendance and punctuality
- Other related duties may be assigned
Basic Job Requirements
- Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
- Job related technical knowledge necessary to complete the job

- Drive low-cost solutions and engage in value engineering processes across multiple disciplines

- Should be involved with an Estimating professional society
- 15 years of experience using Industry recognized estimating systems
- Minimum of two (2) years of field experience, preferably construction, contracts, or estimating
- Demonstrate strong technical ability, combined with communicative skills, to lead estimate development
- Knowledgeable about Lump Sum and/or Cost Reimbursable estimating
- Knowledgeable about Self-Perform and/or Construction Management Execution
- Knowledgeable about internal Cost Systems, Progressing Systems, Level I and II Schedules, Work Breakdown Structures and Project Status Reports
- Recognized as being proficient in the following areas:
- Direct Field Costs, Indirect Field Costs, Fluor Services Costs, Escalation, Selling an Estimate, Benchmarking and Unit Rates for Key Commodities, Insurance, performance bonds & letter of credit costs, Estimate Plan, Basis of Estimate, Input and Use of Business Risk Management Framework (BRMF), Use of Allowances, Cost Contingency, Input of Estimate into Global Pricing Model’s Template, Productivity Worksheets, Craft Mix and Crew Mix, Expatriate Policy Costs, Data Analyst, Comparison Analyst, Input into and Use of Historical Data (EMS – Experience Management System), Procurement including a comprehensive understanding of Purchase Order, Budget Quotations and “Procurement Action – Request for Proposal” (PARP) and “Procurement Action - Request for Quotation” (PARQ) work processes
- Recognized as being familiar, but requiring guidance and supervision in the following areas: Currency fluctuation and tax costs
- Good analytical and computer skills
