About the Role
Vines Engineering is seeking an experienced Construction Manager (CM) for a contractual/1099 engagement for a high-profile City of Baltimore Utilities infrastructure project.
Please Note Phase 1 Focus: The initial short-term contract (July through September) is primarily administrative, focusing heavily on document control, compliance tracking, invoice auditing, and process coordination. However, should the contract be extended past September, the role will expand significantly into hands-on field management, engineering oversight, and technical quality assurance.
For this position, proven field experience and a deep understanding of municipal utility projects are highly valued over specific degrees or certifications. We need a sharp professional who is comfortable diving deep into project documentation on day one, but possesses the technical muscle to take on broader field management responsibilities as the project progresses.

Initial Contract Focus (Primarily Administrative & Coordination):

Qualifications & Requirements
- Experience Over Credentials: Extensive, proven track record in Construction Management or high-level Construction Administration, specifically within municipal utilities, water/wastewater infrastructure, or heavy civil construction.
- Local Standards: Strong familiarity with the City of Baltimore Greenbook and municipal utility documentation/permitting is highly preferred.
- Administrative & Technical Aptitude: Meticulous eye for detail regarding contracts, certified payroll, and invoicing, alongside the ability to perform complex schedule reviews and time impact analyses.
- Leadership & Communication: Excellent leadership skills to manage inspectors, with the diplomatic communication skills required to interface with city officials and the public.
- Availability & Commitment: Must be available to start on-site by July 21, 2026, commit to the initial contract through September, and work a 5-day-a-week, on-site schedule (typically 7:30 AM – 3:30 PM).
